Absent: Mr. Cox. <br /> <br /> Ms. Daugherty thanked City staff.who worked over the holidays and those who <br />worked to prepare for Y2K. <br /> <br />RECOGNITIONS/AWARDS: VIRGINIA NATIONAL BANK <br /> <br /> Ms. Daugherty presented the City's first Business Recognition Award to Virginia <br />National Bank, a community bank started on the downtown mall in 1998. Mr. Mark <br />Giles, President of VNB, accepted the award and said the Bank appreciates the support <br />they have received from the City. <br /> <br />PUBLIC <br /> <br /> Ms. Ashlin Smith, 620 Park Street, President of Preservation Piedmont, asked the <br />following questions regarding the proposed pre-application conference with the Board of <br />Architectural Review: 1) What is the standard process for making changes to the City <br />Code; 2) are there two readings on the ordinance, and should there not be another first <br />reading because the ordinance was amended; 3)who was consulted in consideration of <br />this change on staff, the BAR and public; and 4) what role can the public play in this <br />process? <br /> <br />REPORT: UNDERGROUNDING UTILITIES <br /> <br /> Ms. Judy Mueller, Director of Public Works, said staff.have been looking at ways <br />to fund the high cost ofundergrounding of utilities, and have investigated a surcharge on <br />utilities and its impact on customers. Staff first looked at the cost to underground utilities <br />on Water and Market Street and all sidestreets to the malt, approximatel~y $12.5 million. <br />If the undergrounding was funded through the utility surcharge, the average residential <br />customer would see a monthly increase of $27 (if paid in one year) or $5 (if paid over 30 <br />years) and commercial customers would see a monthly increase of $260 (if paid in one <br />year) or $46 (if paid over 30 years). Ms. Mueller said the impact is substantial and <br />does not include the cost ofundergrounding utilities other than Virginia Power. In <br />researching other communities and trends, staff found that some local governments are <br />taking over the nndergrounding process and are including undergrounding in the site plan <br />process. Ms. Muelter noted that the TEA 21 grants under consideration will also include <br />nndergrounding projects. Ms. Mueller said that staff suggest that the area on West Main <br /> <br /> <br />
