Toscano referred to a memorandum he had sent out about the down payment <br />for historic preservation grant program. Mr. Toscano said he thinks Council will be <br />dealing with more issues regarding structural integrity and stability of properties. Mr. <br />Toscano said we have a program for fa9ade improvements, and if the community wants <br />to save facades, we may want to put more money into it. Mr. Toscano suggested that a <br />major loan program could be jump started with the surplus funds. Mr. Toscano said he <br />thinks the City's role could be very controversial and feels more discussion is needed in <br />the budget process. <br /> <br /> Mr. Cox said he thinks Mr. Toscano's suggestion is a very legitimate Council <br />priority. <br /> <br /> Ms. Richards said she thinks it is a great idea, and could be coupled with state and <br />federal tax credits that are available. Ms. Richards said she supports the idea of police <br />overhiring as they are not fully staffed most of the time. <br /> <br />Mr. Cox asked if it would be possible to have a second round of budget surveys. <br /> <br /> Mr. Jones said that an additional survey could be done and could be more <br />specific, including such things as the college scholarship prograrrr <br /> <br /> Mr. Toscano said he is somewhat skeptical about the reliability of the surveys, <br />and suggested it be thought about earlier in the process next year. <br /> <br /> Ivlr. Cox said he would like to see public participation in the process other than <br />the formal public hearing, and asked staff for ideas. <br /> <br /> Mr. Toscano echoed Mr. Cox's suggestion, and said Council needs to tee up big, <br />long-term budget issues. Mr. Toscano suggested that a weeknight session could be held <br />somewhere like a school. Mr. Toscano said he feels such issues as the trash sticker fee <br />should be rethought. <br /> <br />APPROPRIATION: $2,000 - SUPPORT FOR CHARLOTTESVILLE 10-MILER <br />RACE <br /> <br /> Ms. Maria Bell organizer of the Charlottesville t0-Miter Race, and a member of <br />the Charlottesville Track Club, said they are trying to make the race more a part of the <br />community. Ms. Bell said that the race provides a lot of charitable donations. <br /> <br /> Ms. Daugherty no, ed that the appropriation is a little uratsual because it is being <br />considered outside the budget cycle. <br /> <br /> Mr. Caravati said he got behind supporting the 1 O-Miler because he feels it brings <br />a major return to the City; provides funding for charities; and brings notoriety to the City <br />and pride ~om within the City. <br /> <br />Mr. Cox said he thinks the 1 O-Miler is a wonderful event. <br /> <br /> On motion by ]?,/Ir.
