Mr. De Mauri said he thinks it will be a <br />benefit to the Partnership to grow financially and geographically. <br /> <br /> Ms. Richards said she serves on the board representing the Thomas Jefferson <br />Planning District Commission, and feels it is more likely to receive more state funding if <br />more jurisdictions are inVolved. Ms. Richards made a motion to approve the resolution. <br /> <br /> Mr. Toscano seconded the motion, but said he has one concern, that <br />Charlottesville get its fair share of prospects. Mr. Toscano said that with other <br />jurisdictions joining, he is concerned that there will be even more emphasis outside the <br />City. <br /> <br /> The resolution Admitting Goochland and Culpeper to the Thomas Jefferson <br />Economic Partnership was approved by the following vote. Ayes: Mr. Caravati, Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that <br />the City hereby approves the request made by Goochland and Culpeper Counties to <br />become n-temJoers of the Thomas Jefferson Economic Partnership for Economic <br />Development. <br /> <br />CONSENT AGENDA <br /> <br />Ms. Daugherty said that the BPOL ordinance has been deferred. <br /> <br /> Mr. Henry Heller, Buck Creek Lake, Faber, a member of Virginia Alternatives to <br />the Death Penalty, said that a majority of Americans oppose the death penalty when <br />given aRern~ives. Ivh-. Helter said that executions are increasing in Virginia. Mr. Heller <br />said that if Council adopts the resolution supporting a moratorium on executions, they <br />will be the first locality in Virginia to do so. <br /> <br /> Mr. Francis Fife, 501 9h Street, S.W., requested that Council not adopt the weed <br />ordinance, but further study the present ordinance. Mr. Fife said that he wants to <br />maintain much of his five acres as a natural area, and he feels it WOuld place too great a <br />burden on the inspectors to determine what to do. Mr. Fife said he is concerned that the <br />ordinance would prevent natural areas. Mr. Fife said he feels the fmc is too high. <br /> <br /> Mr. Cox said he would like some clarification from Neighborhood Planning about <br />their motivation for this ordinance. Mr. Cox said he knows that weeds along propertY <br />lines are a real problem. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Planning and Development Services, <br />said he understands from the enforcement staff that there are consistent problems and a <br />number of places with weeds that are not within t 50 feet of structures. Mr. Tolbert said <br />the increase in fees is because as many as 75% of cases are repeat violations. Mr. <br />Tolbert said currently it is cheaper for people to let the City do the work than do it <br />themselves, and they are trying to reduce the number of violations. Mr. Tolbert said they <br />may be able to come up with a compromise and he will tactic to Mr. Fife fi~her about the <br />matter. <br /> <br /> Mr. Gouldman said it is worth deferring the ordinance, but said that it will be a <br />challenge because what some find offensive, others fred attractive. <br /> <br /> Ms. Richards said that perhaps the definition could be rewritten, but Mr. <br />Gouldman said the ordinance includes a definition that is used throughout Virginia. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council approved the <br />Consent Agenda, with Mr. Cox abstaining from approval of the minutes of January 3, by <br />the following vote.
