Cox said he was intrigued by the suggestion by Dale McGlothin that Council <br />have a meeting with the Community Council to discuss the budget. <br /> <br /> Mr. O'Connell noted that the community presentation of the budget is scheduled <br />for March 8th. <br /> <br /> Ms. Daugherty said that the Community Council members could come to the <br />community presentation or to the public hearings, but she would not agree to having a <br />meeting around their group. <br /> <br /> Mr. Caravati said that Council may need to schedule more than one community <br />presentation. <br /> <br /> Mr. Cox said he hopes the City will be proactive in inviting community <br />stakeholders to the community presentation, such as the NAACP, Chamber of <br />Commerce, 5C's Committee, and downtown property owners. <br /> <br /> Ms. Daugherty asked Councilors to give a list to staff of persons they would like <br />invited, and suggested that persons who were invited to reversion roundtables be invited. <br /> <br /> Mr. O'ConnelI asked that Council let him know major issues they would Iike <br />discussed at the work sessions. <br /> <br /> Mr. Cox explained that he had his proposal to change the interview process for <br />the Board of Architectural Review by allowing the general public to sit in on interviews <br />posted on Mr. George Loper's website and, as a result, has received ten e-mails largely in <br />support of his effort to open the process. Mr. Cox said he thinks his proposal has merit, <br />though he agrees that it is hard to imagine implementing it mid-stream for the BAR. Mr. <br />Cox said he thinks Council should look at the proposal for School Board candidates, and <br />suggested that staff be charged with looking at how the process for appointing School <br />Board candidates could be changed. <br /> <br /> Ms. Daugherty said she is not comfortable with Mr. Cox's suggestion. She said <br />she feels the logistics would be difficult and laborious and is concerned about the <br />involvement ofpeopte with special interests, Ms. Daughe~.~ said she does not see how it <br />would add to the process and feels it would be burdensome to applicants. <br /> <br /> Mr. Cox said that someone should be accustomed to dealing with the public if <br />they are serving on a major board. Mr. Cox sUggested that Council appoint an ad hoc <br />committee to ~dy the proposal for tlr~ree months. Mr. Cox said he feels the process <br />needs some innovation. <br /> <br /> Mr. Caravati said he feels there are negatives and positives to the suggestion and <br />said he would like to know what other communities are doing. <br /> <br />Ms. Daugherty said staffcould inquire about other cities. <br /> <br /> Ms. Richards said she would like to see some kind of smwey of current board <br />members as she feels there is a legitimate concern that opening up the process to the <br />public may restrict people fi:om applying. Ms. Richards said that the feedback she has <br />received fi:om current board members is that most have been concerned with the <br />proposal, though she said that the School Board may fit into a different category. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards. Noes: None. Absent: Mr. Toscano) <br />to meet in a closed session for the purpose of appointing members to various City boards <br />or agencies, as authorized by Section 2.1-344(A)(1) of the Virginia Code; <br /> <br /> Comncil reconvened in open session and, on motion by Ivlr. Caravati, seconded by <br />Ms. Richards, approved the following certification of closed meeting by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards.
