Mr. Caravati said he feels the proposed program would help the City in recruiting <br />and retaining African-American teachers. Mr. Caravati said he would argue for <br />restricting the program to teachers returning to Charlottesville, at least for the first few <br />years. <br /> <br /> Ms, Richards agreed that there is a public benefit that goes beyond benefrting <br />individual students, such as African-American teachers helping African-American <br />students, but noted that she does not know if it is possible to direct funds to African- <br />Americans. <br /> <br /> Mr. Cox suggested some thought be given to establishing a fund for existing <br />teacher aides to allow them to return to school and become teachers. <br /> <br /> Mr. Toscano said he feels the program needs to be developed more before holding <br />a public hearing on the proposal, and suggested that other groups, such as CASBA look <br />into the proposal. <br /> <br />Mr. Caravati said he would like to put some money in the budget for the program. <br /> <br /> Ms. Daugherty said that funds could be set aside in the budget and details could <br />be worked out later. <br /> <br /> Mr. Cox agreed that feedback is needed from other groups in a structured manner, <br />and he would support having a separate public hearing on the proposal. <br /> <br /> Ms. Richards said .she has heard a comment expressing concern about using <br />taxpayers money on a program such as this rather than on teacher salaries. <br /> <br />APPROPRIATION: $1,000 - TRANSDOMINION EXP~SS (LOBBYING EFFORT <br />FOR PROPOSED PASSENGER RAIL SERVICE) <br /> <br /> Ms. Richards explained that she is a member ora committee looking into the <br />possibility ofa TransDominion Express Passenger Rail Service, and a lobbyist has been <br />hired to promote funding by the General Assembly. Localities proposed for a station <br />location have been asked to contribute $2,000 for the lobbying effort, and she has asked <br />Albemarle County to contribute as well. If established, trains would come through <br />Charlottesville four times a day, twice going north and twice going south. If funded at <br />the requested $20 million from the state in the biennium, the service could be in place by <br />2003. <br /> <br /> Ms. Richards made a motion to approve the appropriation, and Mr. Caravati <br />seconded the motion. <br /> <br /> Mr. Toscano said that he is not going to vote in favor of the appropriation because <br />he does not like approving appropriations outside of the budget even though he thinks it <br />is a good project. Mr, Toscano said he thinks the Thomas Jefferson Partnership for <br />Economic Development should be asked to contribute to the effort. <br /> <br /> The $1,000 appropriation for the TransDominion Express lobbying effort was <br />approved by the following vote. Ayes: Mr, Caravati, Mr. Cox, Ms. Daugherty, Ms. <br />Richards.
