Mr, Gouldman explained that the Charlottesville Industrial Development <br />Authority is proposing to transfer five parcels of land on the CSX property to the City. <br />CIDA feels that the transfer is appropriate because the City wants the parcels to remain <br />residential, and CIDA feels their role is to develop commercial property. The transfer <br />would result in the reduction ora loan CIDA currently owes the City. <br /> <br /> Ms. Richards said she thi~,s the property can be put to good use and the transfer <br />will allow the City to have more input on the design. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, the ordinance entitled <br />"AN ORDINANCE APPROVING THE CONVEYANCE OF CERTAYN PROPERTIES <br />OFF DOUGLAS AVENUE FROM THE CIDA TO THE CiTY OF <br />CHARLOTTESVILLE" was offered and carried over to the next meeting for <br />consideration. <br /> <br />Mr. Gouldman noted that one of the five parcels is zoned M-I, not residential. <br /> <br />ORDiNANCE: JEFFERSON PARK/FONT~ AVENUE UNDERGROUNDING <br />UTILITY DISTRICT <br /> <br /> Mr, O'Connell said that staff came away from the previous undergrounding <br />discussion by Council with the understanding that they should take advantage of <br />development oppommities and availability of other funding sources for undergrounding. <br />Mr. O'Connetl said that the Fontaine Avenue and Jefferson Park Avenue road projects <br />and the development on I~t Street fail into these categories. <br /> <br /> Ms. Judy Mueller, Director of Public Works, explained that VDOT requires that <br />the City establish districts for undergrounding in order for VDOT to pay approximately <br />50% of the Cost ofundergrounding, and this is proposed to be done for Fontaine Avenue <br />and Jefferson Park Avenue. In addition, the property owner on 1~t Street had originally <br />indicated that he would put $20,000 to $25,000 toward undergrounding. Ms. Muetler <br />asked Council for feedback on these two proposals. Ms. Mueller said, in response to <br />comments made by Ms. Nancy Damon, that staffhave told VDOT that their plans for the <br />comer are not acceptable. <br /> <br /> Responding to a question from Ms. Richards, Mr. Ron Higgins, Planner in <br />Neighborhood Planning and Development Services, said that the business owners on 3ra <br />Street contributed 50% of the cost of the improvements, which included undergrounding. <br /> <br /> Mr. Gouldman explained that an assessment district was established for the 3rd <br />Street improvements. <br /> <br /> Responding to a question from Mr. Cox, Mr. David Vanaman, City Engineer, said <br />that only City funds were used for undergrounding utilities on 9th/10 Street, but very F~le <br />undergrounding was involved. <br /> <br />Mr. Cox said he has no clear picture where these areas fit in with priorities. <br /> <br /> Ms, Mueller noted that Council has not set priorities for undergrounding. Ms. <br />Mueller said that if Council adopts the proposed ordinance, then they will be committing <br />to pay 50% of the undergrounding. <br /> <br /> Responding to a question from Mr. Cox, Ms. Mueller said that the construction <br />schedule prevented the City bom taking advantage of the construction at the Marriott to <br />underground, but noted that the major utilities are on the other side of the street in that <br />location. <br /> <br /> Mr. Cox asked about the timeframe for Fontaine Avenue, and Ms. Mueller said <br />that the Fontaine project is proposed to be done in 2002. Ms. MuelIer said that the <br />undergrounding will not be done concurrently with the road construction, but VDOT will <br />underground fa'st and then after the fact construct the street. <br /> <br /> <br />
