4 <br /> <br /> Mr. Cox asked if this would preclude the City from using TEA 2t funds for <br />undergrounding, and asked if the University has been approached to ask to share in the <br />cost. <br /> <br /> Ms. Mueller said that the University's next priority for TEA 21 funds is Jefferson <br />Park Avenue closer to the University, and they feel they have already done their portion <br />of FOntaine Avenue, <br /> <br />Mr. Cox said he feels it would be strategic to partner with the University. <br /> <br /> Ms. DaughertY said she hopes the City will move forward on both of the <br />undergrounding projects. Ms. Daugherty said that downtown is a priority and Fontaine is <br />a major entrance corridor. <br /> <br /> Ms. Richards said she feels it is important to take advantage of the 50% match <br />from the state, but she is not pleased with VDOT's process for undergrounding. <br /> <br /> Mr. Caravati asked if there wilt be a cost to residential and commercial properties <br />to bring the underground feed to their properties. <br /> <br /> Mr. Vanaman said he did not think there would be a charge for residential <br />properties, and he does not know about commercial. <br /> <br />Mr. Caravati said that is a big unanswered question. <br /> <br /> Mr. Cox said he feels it would be helpful for staff to put together a plan, and <br />asked about the inclusion of Park Street traffic calming and Ridge Street. <br /> <br /> Mr. Toscano said that the total dollars are important as it impacts the City's ability <br />to do other undergrounding, <br /> <br /> MS. Mueller said that with the additional $250,000 per year proposed to he added <br />for undergrounding, more opportunities will be available. Ms. Mueller said that Council <br />needs to sort through what benefits the undergrounding projects provide other than being <br />more attractive. Ms. Mueller said that a decision on Jefferson Park Avenue and Fontaine <br />could be delayed a little longer, but a decision needs to be made on 1 ~t Street by the next <br />meeting. Ms. Mueller said that if Council approves undergrounding of 1st Street, then <br />staffwould like direction on how much they want the developer to contribute. <br /> <br /> Mr. Gouldman said he hopes to have a written agreement on l~t Street by the next <br />meeting. <br /> <br /> Mr. Caravati said he feels undergrounding should have benefits to the City as a <br />whole, and he thinks Council needs to think a little more about the matter. <br /> <br /> Mr. Toscano said there is an issue of setting a precedent on 1st Street since it is <br />proposed to be done differently than the 3fd Street and University Comer projects. Mr. <br />Toscano said he is supportive of doing it, but it is a matter of how. <br /> <br /> Mr. O'Connell said that the sale ofprope~y on 1st Street and the contribution for <br />undergrounding would get close to the 50% match which is what was required in the <br />assessment districts. <br /> <br /> Mr. Cox said he is somewhat concerned about who is driving the Jefferson Park <br />Avenue bridge project and feels a mechanism is needed for design input.
