WITH THE VIRGINIA DEPARTMENT OF TRANSPORTATION POLICY ON <br />PLACING UTILITY FACILITIES UNDERGROUND" was offered and carried over to <br />the next meeting for consideration. <br /> <br />ORI~,INANCE~TAX ABATEMENT FOR REHABLITATED RESIDENTIAL <br />PROPERTY (2 reading) <br /> <br /> Mr, Gouldman proposed an amendment to the ordinance that would make it <br />clearer that the program applies to additions. <br /> <br /> Mr. Toscano noted that the ordinance would not allow the demolition ora garage <br />and building of a bedroom. <br /> <br /> Mr. Gouldman said that enabling legislation would allow demolitions, but staff <br />felt including it might provide an incentive for demolitions. <br /> <br /> Mr. Caravati noted that historic properties go through a different project for <br />demolition, <br /> <br /> Mr. Cox said that many properties are not protected, but agreed that sometimes it <br />is a greater asset to demolish and rebuild. <br /> <br /> Mr. Toscano saki he would agree to take that section of the ordinance out, and <br />then put it back in if demolitions become a problerr~ <br /> <br /> Mr. Toscano asked what happens if ownership changes, and Mr. Gouldman said <br />that the abatement runs with the property as long as it is owner occupied. <br /> <br /> Ms. Richards said she would favor extending the program to 10 years and <br />questioned whether we are providing enough of an incentive. <br /> <br /> Mr. Caravati said he would prefer to look at the program as it goes forward in the <br />next five years and to consider other incentives. <br /> <br />Mr. Gouldman suggested tabling the ordinance so that revisions can be made. <br /> <br />CONSENTAGENDA <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, the following consent <br />agenda items were approved by the following vote, with Mr. Toscano abstaining from <br />approval of the minutes ofFebmary 7th. Ayes: Mr. Caravati, Mr, Cox, Ms. Daugherty, <br />Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />a. Minutes of February 7 <br /> <br />b. APPROPRIATION: $1,500 - Traffic Safety Grant (2na reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $1,500.00, to be received as a grant from the Virginia Department of Motor <br />Vehicles, is hereby appropriated to expenditure account 11-270-041173 for the purpose <br />of purchasing radar equipment to enforce the local speed laws and secondary safety belt <br />laws. This appropriation is conditioned <br /> <br />c. APPROPRIATION: $6,000 - Learn and Serve Grant (2~ reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the sum of $6,000.00, received as a grant from the Charlottesville Public <br />Schools through the Learn and Serve Grant PrOgram of the State Department of <br />Education, is hereby appropriated to account code t 3-162-062135 for the purpose <br />of funding the Teens Give community service program for Charlottesville High <br />School ninth grade students during fiscal year <br /> <br /> <br />
