costs expended by the Department through the date the Department is notified of <br />such cancellation. <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND <br />REORDAINING SECTION 29-62 OF ARTICLE II OF CHAPTER 29 OF <br />ThE CHAI~OTTES~LE CITY CODE, 1990, AS AMENDED, <br />RELATING TO STANDARD STREET WIDTHS" (carried over) <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'ConneI1 presented Council with the budget schedule and proposed topics <br />for discussion at the work sessions. <br /> <br /> Mr. Toscano suggested that the budget presentation incorporate long term <br />projections and that it be rebroadcast on cable television. <br /> <br /> Mr. Caravati said that the River Festival is asking for support of their event from <br />Council and the Board of Supervisors, mostly for staff time. <br /> <br /> Mr. Cox said he would like a response to the article on crime rates in the <br />Observer and a report about community policing put on a future agenda and for Council <br />to have a discussion about whether community policing is important to them. <br /> <br /> Mr. O'Connell said recommendatious will be made in the budget regarding <br />community policing, and said that staff are trying to correct the article, noting that the <br />City has experienced a 27% decrease in crime rates. <br /> <br /> Ms. Daugherty announced that she will be hosting a reception honoring Black <br />History Month on February 23rd. <br /> <br /> On motion by Mr. Toscano, seconded by Mr, Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the purpose of discussion of appointments to various City boards or <br />commissions, as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the <br />purpose of considering the acquisition of real property for public purpose, or the <br />disposition ofpublicly held property, when discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the City, as authorized <br />by Section 2.1-344(A)(3) of the Virginia Code, and more specifically described as: (1) <br />property on Elm Street; (2) property on Lyman Street; and (3) property on Emmet Street; <br />and for the purpose of consultation with legal counsel and briefings by staff members, <br />consultants or attorneys on one matter pertaining to actual or probable litigation, where <br />such briefing in an open meeting would adversely affect the negotiating or litigating <br />position of the City, and consultation with legal counsel employed or retained by a public <br />body regarding a specific legal matter requiring the provision of legal advice by such <br />counsel, as authorized, by Section 2.1-344(A)(7) of the Virginia Code (2 separate <br />matters). <br /> <br /> Cotmcii reconvened in open session and, on motion by Mr. Caravati, seconded by <br />Mr. Toscano, approved the following certification of closed meeting by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano.
