OTHER BUSINESS Mr. O'ConneI1 presented Council with the budget schedule and proposed topics for discussion at the work sessions. Mr. Toscano suggested that the budget presentation incorporate long term projections and that it be rebroadcast on cable television. Mr. Caravati said that the River Festival is asking for support of their event from Council and the Board of Supervisors, mostly for staff time. Mr. Cox said he would like a response to the article on crime rates in the Observer and a report about community policing put on a future agenda and for Council to have a discussion about whether community policing is important to them. Mr. O'Connell said recommendatious will be made in the budget regarding community policing, and said that staff are trying to correct the article, noting that the City has experienced a 27% decrease in crime rates. Ms. Daugherty announced that she will be hosting a reception honoring Black History Month on February 23rd. On motion by Mr. Toscano, seconded by Mr, Caravati, Council voted (Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in closed session for the purpose of discussion of appointments to various City boards or commissions, as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of considering the acquisition of real property for public purpose, or the disposition ofpublicly held property, when discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2.1-344(A)(3) of the Virginia Code, and more specifically described as: (1) property on Elm Street; (2) property on Lyman Street; and (3) property on Emmet Street; and for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys on one matter pertaining to actual or probable litigation, where such briefing in an open meeting would adversely affect the negotiating or litigating position of the City, and consultation with legal counsel employed or retained by a public body regarding a specific legal matter requiring the provision of legal advice by such counsel, as authorized, by Section 2.1-344(A)(7) of the Virginia Code (2 separate matters). Cotmcii reconvened in open session and, on motion by Mr. Caravati, seconded by Mr. Toscano, approved the following certification of closed meeting by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. WHEREAS, the CB Council has convened a closed meetir~g on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and WllERE~, Section 2t,344.1 of the Code of Virginia requires a certification by the Council that such closed meeting was conducted in conformity with Virginia law;
