11 <br /> <br /> Dr. Symons noted that the School Board is in the process of developing their <br />priorities and should have it available in a month. <br /> <br />Mr. Cox said he would like more information on staffreductions. <br /> <br /> Ms. Richards thanked the School Board for raising ali employees' salaries up to a <br />living wage, and said she would like information on any employees, whose salaries <br />remain below $8 per hour. <br /> <br /> Dr. Symons said he believes ali full-time employees will be brought up to $8 per <br />hour, but he will check. <br /> <br />Council discussed the format of the community presentation scheduled for March <br /> <br /> Ms. Richards said she would like to see a breakdown of future capital needs for <br />the City. <br /> <br />Mr. O'Connell reviewed Council's budget work session schedule. <br /> <br />PUBLiC. 1tEARING/ORDINANCE: PREAPPLICATION STUDIES AND <br />CONFERENCES WITH THE BOARD OF ARCHITECTURAL REVIEW <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Planning and Development Services, <br />explained that in 1997 the ordinance requiring mandatory preapplication conferences <br />with the Board of Architectural Review was sunsetted and optional conferences were <br />begun. Mr. Tolbert said that staff and the Planning Commission recommend that the City <br />remm to mandatory preapplieation conferences~ with the objective being to improve the <br />process for developers. <br /> <br /> Ms. Richards asked if a developer has been able to request a preapplieation <br />conference since the ordinance was sunsetted, and Mr. Tolbert said it is his understanding <br />that a developer could request a conference with the entire BAR. <br /> <br /> Mr. Cox asked what the practice is in surrounding jurisdictions, and Mr. Tolbert <br />can he will provide that information by the second reading of the ordinance. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Oliver Kuttner said that a preapplication conference was not an option for <br />him initially when he began working on the Woolworth building. Mr. Kuttner said he <br />supported the recommendation. <br /> <br /> Ms. Ashlin Smith, 620 Park Street, President of Preservation Piedmont, said she <br />has gathered opinions from members of Preservation Piedmont, and they feel it is <br />appropr/ate to have mandatory preapplication conferences. Ms. Smith said they do have <br />a feW suggestions and questions, including: clarification of the composition of the <br />committee (added that she agrees with what is now proposed); expansion of the <br />committee as needed if certain expertise is needed, including adding neighbors; and what <br />would, be expected of such a meeting. Ms. Smith said she would hope that a developer <br />would come with a concept but not with well delineated drawings so that the committee <br />could discover together what will work best and what is needed. <br /> <br />The public hearing was closed. <br /> <br /> Mr. Toscano said that he generally supports the ordinance, and asked to what <br />extent the conferences would be public meetings. <br /> <br /> Mr. Gouldman replied that the conferences would be public meetings unless it <br />could legitimately be a closed meeting. <br /> <br /> <br />
