12 <br /> <br /> Mr. Toscano asked what would begin this process, adding that he envisions <br />someone wanting to move fast and not get bogged down. Mr. Toscano also asked about <br />the relationship between demolition and new construction, and asked if someone could <br />have a preapplication conference on proposed construction before they apply for <br />demolition. <br /> <br /> Mr. Gouldman said that while a conference could be held on proposed <br />construction before there is an application for demolition, a demolition permit can be <br />applied for without plans for construction. <br /> <br /> Mr. Cox said his only issue with the proposal is that it might only be with the <br />Chair of the BAR, one BAR member and the Director of Neighborhood Services, and <br />asked if there is any reason w~hy it could not be with the entire BAR as he does not see <br />any advantage to a subcommittee. <br /> <br /> Ms. Daugherty said the conferences are meant to be on an informal basis and it <br />would be hard to get a quorum between meetings. <br /> <br /> Ivls. Richards suggested that having it go before the entire BAR if it is deemed a <br />significant issue be kept as an option, or allowing it to go before the entire BAR at the <br />request of the applicant or the BAR. <br /> <br /> Mr. Caravati said he feels the general concept of the ordinance is to improve <br />teamwork, though the mandatory nature gives him pause, but said he feels it is needed in <br />large developments. <br /> <br /> Mr. Cox said Albemarle County has a process and ail projects are subject to a <br />preapplication conference. Mr. Cox said he has spoken with the Chair of the BAR and <br />she would prefer the conferences to take place with the entire BAR. Mr. Cox said he <br />would like to change the ordinance to allow a minimum of three BAR members and up to <br />all of the BAR. <br /> <br /> Ms. Daugherty said she could support taking out "up to three" which would give <br />the flexibility of having one or up to all of the BAR. <br /> <br /> Ms, Richards said she is a little concerned that a small group would do something <br />that the BAR would not agree with. <br /> <br /> Mr. Caravati noted that the applicant has the ability to put a project on the agenda <br />of the entire BAR. <br /> <br /> Mr. Cox said vie may need to see if the BAR is willing to meet twice a month, <br />adding that this may be necessary since the number of historic districts have increased <br />from three to five. <br /> <br /> Mr. Ron Higgins, Planner in the Department of Neighborhood Services, said that <br />the BAR has been willing to meet a second time in the month if needed. <br /> <br /> Mr. Toscano made a motion to approve the ordinance, amended to add "a <br />preapplication conference under this section shall occur no later than two weeks of a <br />fbrmat request made by a potential applicant," and striking "up to three BAR members." <br />Mr. Cox seconded the motion. <br /> <br /> Ms. Richards said she is in favor of the ordinance as she thinks it is a real service <br />for developers. Ms. Richards said that it is important for the BAR to refer to the existing <br />design guidelines in a formal and rational way at every stage ora development. <br /> <br /> Ms. Daugherty proposed that the ordinance be further amended to add other <br />citizens to the conference group such as neighborhood association chairs. <br /> <br /> <br />
