This permit shall not be assigned without the express permission of City <br />Council. <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND <br />REORDAINiNG SECTION 31-1 !2 OF ARTICLE III OF CHAPTER 31 OF <br />THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, <br />RELATING TO SEWER SERVICE LINES" (2n~ reading) <br /> <br />ORDINANCE,: "AN ORDINANCE AMENDFNG AND <br />REORDAINING SECTION 34-723 OF ARTICLE XIX OF THE CODE OF <br />THE CITY OF CHAP&OTTESVlLLE, 1990, AS AMENDED, RELATING <br />TO DIMENSIONS OF PARKING SPACES" (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE TO AUTHORIZE <br />CONVEYANCE OF A PORTION OF THE FIRST STREET RIGHT-OF- <br />WAY TO OLIVER KUTTNER, d/b/a HA2vtPSHIRE INVESTMENTS, LTD. <br />(2nd reading) <br /> <br /> Mr. O'Cormell explained that the appropriation for the Computer Aided Dispatch <br />agreement must be approved by March 31 in order to save $46,000 so he will bring it <br />back for final approval at Council's March 22 budget work session. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr, O'Connell gave Councilors a copy of the Council Action Agenda for the next <br />year and asked Council to give him feedback on the items. <br /> <br /> Mr. Cox asked staff to provide the level taxes would be in the City if only those <br />services provided by the County were provided. Mr. Cox said that comparisons are often <br />made between the tax rate in the two localities, but the City provides many more services. <br /> <br /> Mr. Cox said the comment made by Mr. Collins about the reimbursement of funds <br />spent by VDOT on the Meadowcreek Parkway begs answers that the City does not have. <br />Mr. Cox asked how the $1.5 million was calculated and if there is a line item available <br />from VDOT and how are they able to validate their charges. <br /> <br /> Mr. Gouldman explained that the City Engineer receives a bill fi.om VDOT and as <br />of December 14, 1999 the total spent by VDOT was $1,6 million. <br /> <br /> Mr. Cox asked how the accuracy of the bill is proven and if an audit is <br />undertaken. <br /> <br /> Mr. Gouldman said that if Council decides not to go forward with the project the <br />City would look at the invoices and ask for an accounting before making a payment. Mr. <br />Gouldman explained that the issue was analyzed a year ago and he stands by his <br />memorandum of January 1999. Mr. Gouldman said this was based on the way the statute <br />is written and the commitment made by resolution of Council. Mr. Gouldman said that <br />with one exception, localities who stopped projects reimbursed VDOT by having local <br />funds replace state t~ands for projects which normally would have been paid for with state <br />funds. Mr. Gouldman said that research needs to be done on the Richmond example <br />mentioned by Mr. Collins. <br /> <br /> On motion by' Ms. Richards, seconded by Mr. Toscano, Cotmeil voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />dosed session for the following purposes: 1) appointments of members to boards and <br />commissions as authorized by Virginia Code Section 2.1-344(A)(1); 2) for consideration <br />of the acquisition of real property for public purpose, or the disposition of publicly held <br />property, when discussion in an open meeting would adversely affect the bargaining <br /> <br /> <br />
