Mr. Cox said he does not <br />think that listing the South l~t Street neighborhood as stressed or challenged is an <br />appropriate label given the statistics. <br /> <br /> ChiefRittemhouse said the unit will be used for officers to go to work on <br />computers, not as a drop-in substation and South I~t Street was chosen because of the <br />fiber optic line funded by the Housing Authority and because of accessible parking. He <br />said the unit will work in the Garrett Square and Blue Ridge Commons areas. <br /> <br /> Mr. Cox said he hopes that the City will seriously explore the myth that public <br />housing sites are not safe as he thinks they are safe, and he would prefer to see the police <br />units housed where problems exist. <br /> <br />PUBLIC ItEARING/ORDIT~ANCE: EXCHANGING RIGHT-OF-WAY ON EAST <br />MARKET SREET FOR BUS SHELTER <br /> <br /> Mr. Clyde Gouldmarg City Attorney, explained that in December Council <br />approved the exchange of property for the bus shelter, but a new plat was submitted <br />which added a very small piece of land so the ordinance needs to be redone. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the ordinance entitled <br />"AN ORDINANCE TO AUTHORIZE AN EXCHANGE OF PROPERTY ON EAST <br />MARKET STREET BETWEEN THE CITY, MAIN STREET RETAIL PARTNERS, <br />LLC AND WACHOVIA BANK, N.A." was offered and carried over to the next meeting <br />for consideration. <br /> <br />ORDINANCE: TAX ABATE~NT FOR P, EHABILITATED RESIDENTI3J_, <br />PROPERTIES (2~a reading) <br /> <br /> Mr. Gouldman said that the ordinance has been amended so that it applies to <br />replacement of a house following demolition as requested by Council. <br /> <br /> Re~nding to a q~aestion from Mr. Caravati, Mr. Gouldman said that the <br />ordinance does not apply to properties designated as "contributing" on West Main Street. <br /> <br /> Mr. Cox said he is concerned that ifa two story house is demolished there is <br />nothing in the ordinance to require that it be replaced with a two story house and no <br />requirement of a simi~ traality or proportion being built in its place which may ero~ the <br />neighborhood. <br /> <br /> Ms. Richards noted that the ordinance only applies to projects that are assessed at <br />least 25% above the current assessment of the property. <br /> <br /> Mr. Cox said the orWmance does not address the issue of architectural integri~j or <br />character, and Mr. Gouldman said he does not think this ordinance is the place to address <br />that. <br /> <br />Mr. Toscano said he thinks the market will take care of Mr. Cox's concern. <br /> <br /> Mr. Cox said the City needs to watch how the ordinance is implemented by the <br />private sector. <br /> <br /> On motion by Mr. Toseano, seconded by Ms. Richards, the ordinance was <br />amended as presented by Mr. Gouldman by the following vote.
