35 <br /> <br />Dawson Wilson, Greer and Company; and Roherta Brownfield; Brownfield Realty. <br /> <br /> The meeting was adjourned. <br />Preside~ <br /> <br />CI t <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, March <br />22, 2000 AT 7:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> Budget Work Session <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - March 22, 2000 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />Solid Waste/Recycling <br /> <br /> Ms. Judith Mueller, Director of Public Works, reviewed the history of the trash <br />sticker program. <br /> <br /> Mr. Chace Anderson of the Rivanna Solid Waste Authority, said that the types of <br />plastics accepted for recycling at the Mclntire Recycling Center have been expanded. <br /> <br /> Ms. Mueller said that the volume of plastics makes it a problem for curbside <br />pickup. <br /> <br /> Ms. Daugherty said that the recycling igloos at apartments seem to generate a <br /> small amount and asked if there is any education program for apartment owners. <br /> <br /> Ms. Mueller said staff can work with apartment owners on a promotional <br />program. <br /> <br /> Mr. Cox noted that the revenue from trash stickers appears to be down. <br /> <br /> Mr. Caravati asked about the cost of recycling and how much would be saved if it <br /> was not done. <br /> <br /> ~vls. Richards asked if recycling rates in Charlottesville compare with rates in <br /> other communities. <br /> <br /> Ms. Mueller said that there is no standard formula for recycling rates. <br /> <br /> Mr. Toscano asked if it makes sense to change the trash sticker fee, based on the <br /> data as interpreted, as a positive incentive to increase recycling. Mr. Toscano asked if <br /> there is anything the City can do to make the trash sticker program more convenient as <br /> that appears to be citizens' general concern. <br /> <br /> Ms. Mueller said the City has attempted to make the program more convenient by <br /> offering an annual sticker, but noted that many small stores have chosen not to carry the <br /> trash stickers. Ms. Mueller said she is not sure if the data suggest that increasing the fee <br /> would increase recycling. <br /> <br /> Mr. Toscano noted that the stickers originally covered 50% of the cost of trash <br /> collection, but the revenue has decreased to 43% of the actual cost. <br /> <br /> <br />
