36 <br /> <br /> Mr. Anderson said that studies nationwide seem to show that trash sticker fees <br />produce more recycling. Responding to a question from Ms. Daugherty, Mr. Anderson <br />said that the cost of trash stickers varies in other communities. <br /> <br /> Mr. Caravati asked when tip fees are likely to increase and is the increase <br />included in the budget, and Ms. Mueller said fees will increase July 1 and the increase is <br />included in the budget. <br /> <br /> Mr. Toscano said that the trash sticker fee is one place that additional revenues <br />could be raised and questioned if Council wants to pursue doing so. <br /> <br /> Mr. Caravati said he is concerned about tipping fees increasing over time and <br />asked for an explanation of tip fees over the next five years. <br /> <br />Ms. Mueller said that rates are being raised incrementally. <br /> <br />Mr. Caravati said he thinks it is worth exploring raising the trash sticker fee. <br /> <br /> Mr, Cox asked what the cost of the stickers would be if they were increased to <br />cover 50% of the cost of trash collection. Mr. Cox said he would like more information <br />on the cost of trash stickers in other communities. <br /> <br /> Ms. l~Schards said she would like more information on who is eligible for free <br />trash stickers. <br /> <br /> Mr. Cox asked if there are any incentives for apartment owners to supply <br />dumpsters and eliminate the need for stickers. <br /> <br /> Mr. Caravati said that it does not seem to be worth it if the curbside fee is <br />increased 25%. <br /> <br /> Mr. O'Connell said that staff could look at increasing the trash sticker so that it <br />covers 50% of the cost in next year's budget. <br /> <br />Ms. Daugherty agreed with Mr. O'ConneI1. <br /> <br />Transportation Plan <br /> <br /> Mr. Jun Tolbert, Director of Neighborhood Planning and Development Services, <br />said that he believes that the City staff can develop a transportation plan in-house and can <br />work with the County on regional transportation issues. Mr. Tolbert said that a software <br />program has been bought as a first step and background data is being developed. Mr. <br />Tolbert said that a consultant is being sought to help with the traffic calming process and <br />to give alternative proposals. Mr. Tolbert said that transportation will be discussed as <br />part of the Comprehensive Plan. <br /> <br /> Ms. Richards said she hopes the process can remain fluid to incorporate <br />information as it becomes available. <br /> <br /> Mr. Tolbert said he views the Comprehensive Plan as a work in progress to be <br />revisited every year. <br /> <br /> Ms. Richards said she feels goals need to be developed as part of the Plan and <br />include what it will cost to reach those goals. <br /> <br /> Mr. Cox said that in the short-term he would like to get to zero tolerance for new <br />traffic. Mr. Cox said he hopes that the parking study will show something other than <br />parking garages such as park and ride lots. <br /> <br /> <br />
