37 <br /> <br />Transit <br /> <br /> Ms. Helen Poore, Transit Manager, said that Charlottesville Transit Service (CTS) <br />has seen unprecedented growth in passenger trips and the service has become very <br />competitive. <br /> <br /> Responding to a question from Mr, Cox, Ms. Poore said that frequency is being <br />increased on one neighborhood route and an express shuttle service has been proposed. <br /> <br /> Mr. Cox said he would like an inventory of the mnnber of spaces currently <br />available at park and ride lots. Mr. Cox said he thinks there would be merit in piloting a <br />park and ride program to show that it would work as a commuter service and eventually <br />have Albemarle County pay for it. <br /> <br /> Ms. Daugherty asked if the County is funding the proposed new route on Route <br />29 Noah, and Ms. Poore said it is included in the proposed budget. <br /> <br /> Mr. Toscano asked if there are any bus routes which need to he reconfigured <br />because of high cost or low ridership, and Ms. Poore responded that the PVCC route is <br />the least productive. <br /> <br /> Mr. O'Connell noted that the downtown/West Main Street shuttle has not been <br />recommended for funding in the budget. <br /> <br /> Mr. Cox noted that traffic is very congested on West Main Street and the buses <br />have to operate in that congestion. Mr. Cox asked how much it would cost to make the <br />service free, noting that only 16% of the cost comes from fees, and Ms. Poore said the <br />cost would be $392,000. <br /> <br /> Mr. Cox asked if it would be possible to make the service free, and Ms. Poore <br />said that it would be possible for the City, but it would significantly impact JAUNT as <br />their fares are based on twice CTS fares. <br /> <br /> Ms. Poore said that joint landing for bus routes that operate in the County need to <br />be discussed by the City and County. <br /> <br />Other <br /> <br /> Mr. O'ConneI1 asked Council to let h'nn know in the next few days if they have <br />other budget items they would like to discuss. <br /> <br /> Mr. Caravati said he would like to discuss raising the amount of interest income <br />above $500,000. <br /> <br />APpROPRLa..TION: $907,727 - APPRO'v~NG COMPUTER AIDED DISPATCH <br />AGREEMENT AND REAPPROPRIATING CAPITAL FUNDS (2~ reading) <br /> <br /> Mr. O'Connell explained that the appropriation needs to be approved prior to <br />March 31st in order to save $46,000. <br /> <br /> Mr. Gouldman explained that Council meeds to vote to stb%x~ad the rules to allow <br />the vote to take place less than three days after the first reading. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to <br />suspend the rules. <br /> <br /> The $907,727 appropriation reappropriating capital funds and appLo_ving the <br />Computer Aided Dispatch Agreement, which was offered at the March 20'" meeting, was <br />approved by the fo!bwing vote.
