38 <br /> <br /> BE iT RESOL~V-ED by the Council of the City of Charlottesville, Virginia, <br />that the sum of $907,727 is hereby re-appropriated and transferred from account <br />26-181-121113 in the Capital Fund (Blue Ridge Juvenile Detention Facility <br />account) to account 26-020-045028 in the Capital Fund (CAD System/City Share) <br />for the purpose of funding the City's share of the multi-jurisdictional computer <br />dispatch system at the Emergency Communications Center. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby <br />authorized to execute on behalf of the City an agreement among the City of <br />Charlottesville, County of Albemarle, and the University of Virginia, in form <br />approved by the City Attorney's Office, related <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council voted (Ayes; Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed s~sion for the pmloose of consultation with legal counsel employed or retained by <br />a public body regarding specific legal matters requiring the provision of legal advice by <br />counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. <br /> Council reconvened in open session and, on motion by Ms. Richards, seconded by <br />Ivlr. Cox, approved the follo~mg c,~,~tificat~'on of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox~ Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 21.344,1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowIedge, (i) only public business matters lawfully <br />exempted fi'om open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday, March 30, <br />2000 AT 5:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget Work Session <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (sign.ed) <br /> <br />BASEMENT CONFERENCE ROOM - March 30, 2000 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />Jail <br /> <br /> Mr. Toscano asked how costs can be gotten under control at the jail, and Mr. <br />O'Connell said that alternatives to incarceration can be explored. Mr. O'Connell said the <br />budget assumes the original construction schedule for the jail expansion. <br /> <br /> <br />
