38 BE iT RESOL~V-ED by the Council of the City of Charlottesville, Virginia, that the sum of $907,727 is hereby re-appropriated and transferred from account 26-181-121113 in the Capital Fund (Blue Ridge Juvenile Detention Facility account) to account 26-020-045028 in the Capital Fund (CAD System/City Share) for the purpose of funding the City's share of the multi-jurisdictional computer dispatch system at the Emergency Communications Center. BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute on behalf of the City an agreement among the City of Charlottesville, County of Albemarle, and the University of Virginia, in form approved by the City Attorney's Office, related On motion by Mr. Toscano, seconded by Mr. Caravati, Council voted (Ayes; Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in closed s~sion for the pmloose of consultation with legal counsel employed or retained by a public body regarding specific legal matters requiring the provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. Council reconvened in open session and, on motion by Ms. Richards, seconded by Ivlr. Cox, approved the follo~mg c,~,~tificat~'on of closed meeting by the following vote. Ayes: Mr. Caravati, Mr. Cox~ Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. WHEREAS, the City Council has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and WHEREAS, Section 21.344,1 of the Code of Virginia requires a certification by the Council that such closed meeting was conducted in conformity with Virginia law; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies that, to the best of each member's knowIedge, (i) only public business matters lawfully exempted fi'om open meeting requirements by Virginia law were discussed in the closed meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Council. Jail Mr. Toscano asked how costs can be gotten under control at the jail, and Mr. O'Connell said that alternatives to incarceration can be explored. Mr. O'Connell said the budget assumes the original construction schedule for the jail expansion.
