41 <br /> <br /> It was agreed to provide $9,415 for SOCA, on the condition that funding be <br />stmsetted next year pending a report on the program <br /> <br /> Ms. Linda Peacock, Assistant City Manager, said funding was not recommended <br />for the Small Business Development Center because it was felt it is a duplication of <br />services provided by the Department of Economic Development. <br /> <br /> There was no support for funding the Small Business Development Center. <br /> <br /> Ms. Daugherty said she supports the JABA Nursing Clinics' request for $19,446. <br /> <br /> Ms., Peacock said that alternate ways to support the Nursing Clinics are being <br />explored. Ms. Peacock suggested that the final quarter payment for the U. Va. Nursing <br />Clinic, which will not be paid because that service is ending, be applied toward the JA_BA <br />request which will reduce the additional mount needed to $11,696. <br /> <br /> Ms. Richards said she would support the Clinic to help fill the gap left by the U. <br />Va, Nursing Clinic. <br /> <br /> Mr. C ,aravati said he would like to sunset funding for the JABA Nursing Clinic. <br /> <br /> Mr. Toscano asked if there is any rationale to funding the Clinic at a lesser <br />amount and using the funding to Ieverage other funds. <br /> <br /> Ms. Peacock suggested having JABA advertise the gateway Program. <br /> <br /> Ms. Richards said she would support challenging JABA to find other people to <br />serve as well, make the program city-wide, and seek other funding. <br /> <br /> Ms, Chris Garland of JA. BA, said that having the Nursing Clinic draws more <br />people to the Mary Williams Center. <br /> <br /> It was agreed to provide $11,696 in new funding to JABA and adding the last <br />quarter payment which would bring the total allocation to $19,446. <br /> <br /> Mr. Cox said he thinks the CTS downtown slrattle service is a good idea as there <br />is currently not a 15 minute headway on West Main Street. <br /> <br /> Ms, Daugherty said she would prefer to have 15 minute headways rather than add <br />the shuttle service. <br /> <br /> Council agreed not to support the downtown shuttle service. <br /> <br /> Ms. Daugherty said she thinks the City should fund the Piedmont Housing <br /> Alliance Homebuyer's Club. <br /> <br /> Mr. Toscano suggested that the program be done jointly with Albemarle County. <br /> It was agreed to fund the Homebuyer's Club at $31,194. <br /> <br /> It was agreed to fund the Crime Planner at $6~579. <br /> <br /> Regarding the request by the Independence. Resource Center for funding in lieu of <br /> a property tax exemption, Mr, Toscano noted that he would not support the request as <br /> they did not go through the agency review process. <br /> <br /> There was no support to provide funding for the Independence Resource Center. <br /> <br /> There was no support to provide Panding for the Autism Institute, in lieu of tax <br /> exemption. <br /> <br /> <br />
