42 <br /> <br /> Staffwas asked to convey to the Independence Resource Center and Autism <br />Institute that they should go through the agency review process next year if they would <br />like to be considered for funding. <br /> <br /> Ms. Peacock said fhe City's 'share of expanding houxs at Northside Library is <br />$6,188, and this would not be funded if the County decides not to provide additional <br />funding. <br /> <br /> It was agreed to provide the $6,188 for the City's share of expanded houxs at <br />Northside Library, contingent on County funding. <br /> <br /> It was agreed to provide an additional $50,000 for day care and to use carryover <br />funds. <br /> <br /> Mr. Cara~¢ati asked that Region Ten provide information on how many people <br />from outlying counties use the facilities located in Charlottesville, for which the City is <br />being asked to contribute, and the amount these counties are contributing. <br /> <br />It was agreed to provide Region Ten $250,000 over a five year period. <br /> <br /> Ms. Richards asked if Legal Aid serves residents of other localities, and Mr. Alex <br />Gulotta, Director of Legal Aid, said that they serve the entire planning district, but only <br />receive support from Charlottesville, Albemarle and Fluvanna. Mr. Gulotta said that they <br />have only requested funding for their building from Charlottesville and Albemarle and <br />that was based proportionately on usage. Mr. Gulotta said state funds are used for <br />counties that do not otherwise participate. <br /> Ms. Daugherty ar, d Mr. Cox said they would recuse themselves from voting on <br />the Legal Aid request. <br /> <br />It was agreed to fund the Legal Aid request of$110,000 over two years. <br /> <br /> Mr. O'Connell explained that fhe School Capital Committee put funding in the <br />budget for the Clark School playground, but when the School Board looked at its <br />priorities, it shifted funding for Clark and the current plan has it funded in 2004/2005. <br />Mr. O'Connell said $55,000 is already allocated for Clark, and an additional $100,000 in <br />the budget could probably be allocated to Clark, but it would not cover the full scale plan. <br /> <br />Mr. Cox said he likes the idea of spreading out the project. <br /> <br />Ms. Richards supported Mr. O'Connell's suggestion. <br /> <br /> Ms. Daugherty suggested that the Clark playground be discussed with the <br />neighborhood as part of the Comprehensive Plan process. <br /> <br /> Mr. O'Cormell suggested that the neighborhood also be asked to do some fund <br />raising for the project. <br /> <br /> It was agreed that $180,000 already in the capital budget be allocated for Clark <br />School playground. <br /> <br /> Mr. O'Connetl explained that in the past few years a dedicated amount of money <br />was allocated to the Parks Advisory Committee, but this year the staffrecommendation is <br />that funds be allocated to the parks master plan account. The Parks Comrm'ttee will then <br />be asked to make recommendations to Council on how to use the fimds and to help <br />prioritize projects. <br /> <br />Councilors agreed with Mr. O'Connell about the Parks Advisory Committee. <br /> <br /> Ms. Daugherty said fhe recommendation has been made to call the college <br />scholarship program the Rebecca McGinness Scholarship Fund and that private <br />contributions be sought as well as the City fimding. <br /> <br /> <br />
