43 <br /> <br /> Mr. Toscano said he thought Council had decided to reserve the money in the <br />budget and then grapple with the issues of the program. <br /> <br />It was agreed that the program would be developed before it was named. <br /> <br /> Council agreed to provide the $150,000 over two years for the Entrepreneurial <br />Village, contingent upon having membership on the board. <br /> <br />Policy Issues <br /> <br /> Ms, Daugherty said she would support transferring future budget surpluses above <br />12% to the capital fund on the condition that a report is sent to Council. <br /> <br /> Mr. O'Connell said Council would have to approve the transfer as part of the year- <br />end appropriation. <br /> <br />Council agreed to the transfer of surplus funds above 12% to the capital fund. <br /> <br /> Council agreed to the following: transferring interest income amounts above <br />$500,000 to the capital fund (akeady agreed to); fimds l~om sale of City property for <br />housing to go to Hottsing InRiatives; funds from sale of City property for parking to go to <br />the Strategic Investment Fund; develop an option in future budgets with 50-50 trash <br />sticker/general fund ratio; and use carry over day care funds from FY 99/00 to FY 00/01 <br />to provide local match (already agreed to). <br /> <br /> Mr. Cox said he would like to revisit the request for the Bayly Art Festival and <br />Council agreed to provide $3,000 for the Festival. <br /> <br /> The meeting was adjourned. <br />Pre'side~~'~ ~ <br /> <br />COUNCIL CHAMBER - April 3, 2000 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> Ms. Daugherty presented the City's Business Recognition Award to Martha <br />Jefferson Hospital, and Mr. James Haden, President of the Hospital, accepted the award. <br /> <br /> Ms. Daugherty presented the Proclamation declaring Telecommunication's Week <br />to Ms. Debbie Wade and Ms. Marge Thomas of the E,911 Center. <br /> <br /> Ms. Daugherty read a proclamation recognizing Mrs. Rebecca McGinness who <br />recently died at the age of 107. <br /> <br />PUBLIC <br /> <br /> Mr. Kevin Cox, 311 Fairway Avenue, referring to comments about the <br />Meadowereek Parkway made at the last Council meeting by Mr. Richard Collins, said <br />that no ones knows what will happen if the Meadowereek Parkway project is cancelled, <br />but Mr. Cox was told by Mr. Carter Myers, Transportation Board member, that he <br />believes the City Would have to pay hack the money spent by VDOT. Regardless of this, <br />Mr. Cox said that he thinks the road should be built on its own merits. <br /> <br /> Dr. Joseph Mooney, 201 Sunset Avenue, invited the public to attend a Council <br />candidates' forum sponsored by the Fry's Spring Neighborhood Association on <br />Wednesday April 12 . Dr. Mooney said that if Ms. Daugherty has changed her mind <br />about not nmning for office, she could conduct a write-in campaign, <br /> <br /> <br />
