45 <br /> <br /> Ms. Virginia Roy, 511 North Ist Street, the City's representative on the JABA <br />Advisory Council on Aging, thanked Council for supporting the nursing clinics. <br /> <br /> Ms. Ann Keith, 1623 Trailridge Road, a special education teacher at Clark, <br />thanked Council for the additional funding for the Clark playground. Ms. Keith said the <br />playground is currently unsafe and she wa~s distressed when the funding was eliminated <br />by the School Board. <br /> <br /> Mr. Kevin Cox, 311 Fairway Avenue, an independent candidate for Council, said <br />he feels it is important to try to get the City's tax rate lower and closer to the County's, but <br />he does not agree with the idea of cutting City employees' pay increase and in delaying <br />capital projects. Mr. Cox said he would like to know more about unfunded capital <br />projects. Mr. Cox said he is concerned that those who want to cut taxes are willing to <br />cancel the Meadowcreek Parkway. Mr. Cox said the wasteful HOO Bus should be <br />eliminated, funding should not be given to the Paramount Theater, and he is concerned <br />about subsidizing Piedmont Housing Alliance as some of their clients have more income <br />and education than he does. Mr. Cox said if he is elected he will not allow wasteful <br />spending and will not cancel the Meadowcreek Parkway. <br /> <br /> ]5Ar; John Pfaltz, 1503 Rugby Road, asked that Com~ciI lower the tax rate by two <br />cents. Mr. Pfaltz said staff and Council should be commended for the surplus. Mr. Pfaltz <br />said inflation hurts those on fixed incomes and they should not he taxed out of their <br />homes, and he wants working families to move into the City, and cutting taxes would <br />send a wonderful message. <br /> <br /> Mr. Bill Mueller, 775 Windrffi Drive, Albemarle County, said he is delighted to <br />hear the funding has been approved for SOCA's outreach program. <br /> <br />The public hearing was closed. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the "RESOLUTON <br />ADOPTING THE BUDGET FOR THE CITY OF CHARLOTTESVILLE FOR THE <br />FISCAL YEAR BEGINNING JULY I, 2000, AND ENDING JUNE 30, 2001 AND <br />PROVIDING FOR THE ANNUAL APPROPRIATION OF FUNDS FOR SUCH <br />FISCAL YEAR" was offered and carried over to the next meeting for consideration. <br /> <br />ORDINANCE: ANNUAL TAX LEVY <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the ordinance entitled <br />"AN ORDINANCE TO ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS <br />CLASSES OF PROPERTY FOR THE PAYMENT OF INTEREST AND <br />RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF THE CITY <br />GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC PURPOSES" <br />was offered and carried over to the next meeting for consideration. <br />RESOLUTION: APPROVING FY 2000-200I COMMUNITY DEVELOPMENT <br />BLOCK GRANT AND HOUSING OPPORTLrNITIES MADE EQUAL (HOME) <br />PROGRAM <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Planning and Development Services, <br />highlighted the proposed CDBG and HOME programs. Mr. Tolhert said that $471,000 is <br />recommended for housing, $50,000 for infrastructure, and the remaining for social <br />programs. <br /> <br /> Mr. Toscano asked why the funds for the security lighting program are being <br />reprogrammed, and Mr. Tolbert said only one request had been made for the funds. <br /> <br /> Mr. Cox said he feels the recommendations are the fantastic work of the Ridge <br />Street Task Force and the CDBG Task Force and feels the projects will add value to the <br />community. <br /> <br /> On motion by Mr. Cox, seconded by Mr. Toscano, Cotmcil approved the <br />Community Development Block Grant and Housing Opportunities Made Equal programs <br /> <br /> <br />
