49 <br /> <br />often gets complaints and is not able to respond because the way the ordinance has been <br />written. <br /> <br />Mr. Caravati said one of the major culprits is the railroad. <br /> <br /> Mr, Cox asked at what point will the City not have sufficient staff to enforce the <br />new ordinance, and Mr. O'Connell said we will need to have the experience of enforcing <br />it before knowing that. <br /> <br /> Mr. Grover Smiley of Building and Life Safety, said that flaere will be a <br />substantial increase in enforcement, and noted that the City has over 1,350 vacant parcels. <br />Mr. Smiley said that trees are not included in the ordinance. Mr. Smiley said that the new <br />ordinance is something that the community obviously wants. <br /> <br /> Ms. Richards said she would like to offer the amendment proposed by Mr. Fife as <br />she is sympathetic to him, and feels the City should have approval authority ora plan for <br />a natural area. Ms. Daugherty seconded the motion. <br /> <br /> Mr. Caravati said it might be a good idea to think through Mr. Fife's amendment a <br />little more and how it could impact neighborhoods. <br /> <br />Mr. Gouldman said he thinks Mr. Fife's idea needs to be fleshed out a little more. <br /> <br /> Mr. Smiley noted that there are 290 parcels ofland in the City with two or more <br />acres of land that would qualify for Mr. File's amendment. <br /> <br /> Mr, Gouldman said that for all those owners that request a natural area, the City <br />would have to approve a plan, and standards would have to be set. <br /> <br /> Mr. Toscano said there would be problems determining what is an acceptable <br />plan. <br /> <br />Ms. Richards withdrew the motion to amend the ordinance. <br /> <br /> The ordinance entitled "AN ORDINA_NCE AMENDING SECTION t %30, Al,rD <br />REPEALING SECTION 17-31 OF CHAPTER 17 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, AND ADDING SECTIONS 17-31 <br />THROUGH 17-31.4, RELATING TO UNLAWFUL GROWTH OF WEEDS AND <br />ACCU~dULATIO'N OF TRASH," which was offered on January 3, 2000, was approved <br />by the following vote.
