5O <br /> <br /> WheREAS, the City wishes to increase parking availability in the <br />downtown mall area for commuters and visitors; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the sum of $3,800,000 is hereby appropriated to the Capital Projects Fund to <br />the Water Street Parking Garage Expansion account (26-020-122060). This <br />appropriation is conditioned upon receipt of $ I, 178,000 from the Charlottesville <br />Parking Center (CPC) for its share, and the transfer of $534,673 from the Strategic <br />Investment Reserve in the General Fund, with the remaining $2,087,327 to be <br />received from the proceeds from the sale of the High Street tot ($328,863), <br />repayment ofloan on Water Street Parking Garage deck ($758,464), and an <br />increase in the next bond issue ($1,000,000). <br /> <br /> BE IT FURzTItER RESOLVED that the amount of $534,673 is hereby <br />reallocated and transferred from the Strategic Investment Reserve in General Fund <br />account 05-010-031040 to Capital Projects <br /> <br />d. <br /> <br />ORDINANCE: "AN ORDiNANCE TO AUTHORIZE AN <br />EXCHANGE OF PROPERTY ON EAST MARKET STREET BETWEEN <br />THE CITY, MAIN STREET RETAIL PARTNERS, LLC AND WACHOVIA <br />BANK, N.A." <br /> <br />PUBLIC <br /> <br /> Mr. Russell Perry, 1626 St. Anne's Road, applauded the City for moving forward <br />with a water conservation plan, and said it would be beneficial to separate commercial <br />and residential water consumption. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox said he-will be out oftown when the budget is adopted on April 11t~, but <br />he is glad Council was able to accommodate needs, and he would vote in favor of the <br />budget. Regarding the tax rate, Mr. Cox said he senses there is a growing concern about <br />the cost of living in Charlottesville and feels the City needs to live within its means and <br />increase revenue in certain places. Mr. Cox said he hopes that next year Council will <br />look at an incremental tax reduction. <br /> <br />Ms. Daugherty encouraged citizens to fill out and return their census forms. <br /> <br /> On motion by Ms, Richards, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the purpose of appointing members to various City and regional boards <br />or agencies, as authorized by Section 2.1-344(A)(1) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Caravati, seconded by <br />Mr. Cox, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WIIEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WItEREAS, Se~ion 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br /> <br />
