68 <br /> <br /> Mr. O'Connell said that staffwill follow the criteria and will report back to <br />Council as projects happen. <br /> <br />ORDINANCE: DESIGNATING UNDERGROUND UTILITY DISTRICT <br />(FONTAINE AND JEFFERSON PARK AVENUE) (2na reading) <br /> <br /> The ordinan,~ designating Fontaine Avenue and Jefferson Park Avenue as an <br />underground utility district, which was offered at the February 22na meeting, was denied <br />by the following vote. Ayes: Ms. Richards. Noes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, Mr. Toscano. <br /> <br />RESOLL~ION: AUTHORIZING VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO UNDERGROUND UTILITIES ON FONTAINE AND <br />JEFFERSON PARK AVENUE <br /> <br /> Mr. Gouldman explained that this resolution would only be approved had the <br />previous ordinance been approved. <br /> <br /> Mr, Tosco made a motion to approve the resolution, on the understanding that it <br />will be denied. <br /> <br /> Ms. Richards suggested that VDOT be asked to pay the entire cost of <br />undergrounding on Fontaine and Jefferson Park Avenues. <br /> <br /> Mr. Cox said the University of Vkginia might have an interest in paying for part <br />of the undergrounding, and said the City should communicate our interest in having them <br />do that. <br /> <br /> Mr. O'Connell suggested that the resolution be tabled and the University of <br />Virginia approached. <br /> <br />Mr. Toscano withdrew his motion. <br /> <br />RESOLUTION: JEFFERSON PARK AVENUE BRIDGE DESIGN - URBAN <br />DESIGN COMMITTEE REVIEW <br /> <br /> Mr. O'Cormell said that VDOT has been asked to design the Jefferson Park <br />Avenue Bridge wide enough to add a transportation corridor under it, but they have <br />rejected that and tbJs resolution would again ask them to do that. In addition, the <br />resolution includes the provision that the Urban Design Committee review the design of <br />the bridge. <br /> <br /> Mr. Caravati asked who wilt have final approval of the bridge design, and Ms. <br />Mueller said the Urban Design Committee will bring the design back to Council for final <br />approval. <br /> <br /> Ivlr. O'Connelt suggested that final design review by Council be added to the <br />resolution. <br /> <br /> Mr. Cox said as a policy the City should be beginning to see that it needs a design <br />consultant on every VDOT project. Mr. Cox said he is not sure the Urban Design <br />Committee can do the review without a designer. Mr. Cox asked about the width of the <br />bridge and number oflanes it will have. <br /> <br />Ms. Mueller said Council can instruct staff to stripe the bridge any way it warns. <br /> <br /> On motion try Mr. Toscano, s~onded by Mr, Caravati, Council approved the <br />resolution providing design review of the Jefferson Park Avenue bridge, with final <br />approval of the design by Council by the following vote. Ayes: Mr. Caravati, Mr. Cox, <br />Ms, Daugherty, Ms. Richards, Mr, Toscano. Noes: None. <br /> <br /> BE IT RESOLVED by the Council ofthe City of Charlottesville, Virginia, that <br />the Virginia Department of Transportation (VDOT) is hereby requested to establish <br /> <br /> <br />
