71 <br /> <br /> Ms. Richards armounced that Rivanna Water and Sewer Authority will be holding <br />a public meeting on water supply on Tuesday. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />Closed session for the purpose of consultation with legal counsel employed or retained by <br />a public body regarding specific legal matters requiring the provision of legal advice by <br />counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Caravati, seconded by <br />Mr. Cox, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirement~s by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br />Preside~ <br /> <br />COUNCIL CHAMBER - May 1, 2000 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> Ms. Daugherty presented the City's Business Recognition Award to Mr. Chuck <br />Lewis of Mail Properties, LLC. <br /> <br /> Ms. Daugherty presented the Water Conservation Education Week proclamation <br />to Mr. Brad Humphrey from Public Works. <br /> <br /> Ms. Daugherty presented the Million Mom March proclamation to Ms. Mary Jane <br />Gore. <br /> <br /> Ms. Daugherty proclaimed "Days of Remembrance" as requested by the <br />Holocaust Museum. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PUB, ,LIC HEARING./RESOLUTION: CONSOLIDATED PLAN <br /> <br /> Mr. Jim Totbert, Director of Neighborhood Planning and Development Services, <br />explained that the Consolidated Plan is a plan of housing needs and ways to address those <br />needs as required by HUD. <br /> <br /> <br />
