73 <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the Consolidated Plan, <br />with the inclusion of the Cooperative Housing Statement, was approved by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: <br />None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville that the <br />Consolidated Plan for the City of Charlottesville and the Thomas Jefferson HOME <br />Consortium, for the period July 1, 2000 to June 30, 2003, as presented to City <br />Council on May 1, 2000, is hereby approved. A copy of the Consolidated Plan <br />shall be kept in the files of the Neighborhood Planning and Development Services. <br /> <br />ORDINANCE: CLOSFNG A PORTION OF SADLER STREET (2na reading) <br /> <br /> lvff. Gouldman said that the request from Mr. Keith Woodard is to close a 30' <br />wide paper street and alley offofSadler Street. The Planning Commission has <br />recommended closing the street and alley, on the condition that a utility easement be <br />reserved and that the petitioner pay the fair market value for the property. Mr. Gouldman <br />reminded Council that when the ordinance was considered on first reading at the April 3rd <br />meeting, they asked staffto meet with the petitioner to develop a fair price. Staffhas <br />done so and recommends that the property be sold for $15,000 because of the utility <br />easement which was not taken into account when the properey was appraised. Mr. <br />Gouldman said that Mr. Woodard could add up to three building units as a result of the <br />street closing. Mr. Gouldman noted that. there has seldom been a charge for vacating a <br />street and staff feel this is a middle ground price. <br /> <br /> RespondLng to a question from Mr. Cox, Mr. Woodard said that he intends to <br />clean up the property and once he has closed on the other properties adjacent to the street, <br />he will develop a plan to add what will probably be rental student housing. <br /> <br /> Mr. Cox said he will support the sate of the street, but is concerned about the <br />pattern of the University of Virginia selling a developer a piece of land to build housing <br />for that institution when he would like to see the University develop mom housing on <br />their own grounds. The City is facilitating this pattern, and he feels very uneasy about <br />that aspect of the transaction. Mr, Cox added that if the current development was not <br />there it would be possible to connect to 13th Street from Sadler, and called it piecemeal <br />development. <br /> <br /> Responding to a question from Ivlr. Toscano, Mr. Woodard said that to the best of <br />his knowledge, them is rental housing ail the way to Sadler, and said there is very student <br />oriented rental housing onall sides of Sadler. <br /> <br /> Mr. Toscano said that the Plarming Commission is discussing the issue of <br />increasing density in certain areas of the City, and said the debate is if a neighborhood is <br />already majority student rentals, then it would be better to increase density in those areas <br />and take the pressure off of other neighborhoods. <br /> <br /> Ms. Richards said that would be one way to prevent conversion to student <br />housing. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the ordinance was <br />amended to set the sales price at $I5,000 by the following vote. Ayes: Mr. Caravati, Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Mr, Toscano. Noes: None. <br /> <br /> The ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING PORTIONS OF SADLER STREET AND AN ADJOINING <br />ALLEY," as amended, which was offered at fhe April 3ra meeting, was approved by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. <br />Toscano. Noes: None. <br /> <br /> Mr. Cox said that he hopes the issue of 10th Street's proximity to student housing <br />will be discussed in the Comprehensive Plan process so that the neighborhood can be <br />protected. <br /> <br /> <br />
