74 <br /> <br />ORDINANCE: DESIGNATING PRESTON AVENUE AS ENTRANCE CORRIDOR <br />DISTRICT <br /> <br /> Mr. Tolbert said that ten corridors are currently designated as entrance corridor <br />districts and the Planning Commission is proposing that Preston Avenue be added. Mr. <br />Tolbert explained that this designation provides some degree of administrative design <br />control for properties adjacent to the street. The Planning Commission made three <br />findings: 1) that Preston Avenue is an arterial street or highway; 2) that Preston Avenue <br />is a significant route of tourism access to the City or to designated historic landmarks, <br />buildings, structures or districts within the City; and 3) that the addition of Preston <br />Avenue to the Entrance Corridor Historic Overlay District would serve the interest of <br />public necessity convenience, the general welfare or good selling practice. <br /> <br /> Responding to a question from Ms, Richards about how criteria is established, <br />Mr. Gouldman said that the statute provides that the same criteria be used as that used by <br />the Board of Architectural Review. <br /> <br />Mr. Tolbert said the staffwilI be strengthening the design control in several areas. <br /> <br /> Mr. Cox said he feels the ordinance is necessary in preparation for the corridor <br />study. Mr. Cox, referring to the expanded number of design control districts, asked what <br />mechanisms are going to have to be created to deal with all those areas. <br /> <br /> Mr. Tolbert said that the design standards from the corridor study will help, and <br />added that he wants to let people know up front what is expected in these districts. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the ordinance entitled <br />"AN ORDINANCE AMENDING AND REORDAINING SECTION 34-671 OF <br />ARTICLE XVIII-A OF CHAPTER 34 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO THE ADDITION OF A <br />PORTION OF PRESTON AVENUE TO THE ENTRANCE CORaRIDOR HISTORIC <br />OVERLAY DISTRICT" was offered and carried over to the next meeting for <br />consideration. <br /> <br />CONSENTAGENDA <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Cox, the following consent agenda <br />items were approved by the following vote, with the minutes of April l0th corrected. <br />Ayes: Mr. Caravati, Mr. Cox, (abstaining from approval of minutes of April 10 and 11) <br />Ms. Daugherty, Ms. Richards, Mr. Toscano. RESOLUTION: Authorizing Virginia Juvenile Community Crime Control <br /> Act Plan <br /> <br /> WHEREAS, the t995 Virginia General Assembly enacted the Virginia Juvenile <br />Community Crime Control Act to establish balanced, community-based systems of <br />sanctions, programs and services for juvenile offenders effective January 1, 1996; and <br /> <br /> WHEPdgAS, the Department of Juvenile Justice has approved fm~ding for the <br />City of Charlottesville through the Virginia Juvenile Community Crime Control Act; and <br /> <br /> WHEREAS, the City of Charlottesville has submitted a plan together with the <br />County of Albemarle to the Department, designating Charlottesville as the fiscal agent, to <br />use the Virginia Juvenile Community Crime Control funds to provide services to youth <br />who come before the Juvenile and Domestic Relations Court; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Charlottesville will <br />participate in the Virginia Juvenile Community Crime Control Act and accept funds <br /> <br /> <br />
