75 <br /> <br />appropriate for the purpose set forth in this Act until written notice to the contrary is <br />provided to the Department' of Juvenile Justice; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby authorized to <br />execute a local plan on behalf of the City of Charlottesville. <br /> <br />PUBLIC <br /> <br /> Ms. Moji Olaniyan, 709 Village Road, President of the Charlottesville NAACP, <br />asked Council to help save the Westhaven Nursing Clinic which she said has served the <br />community well Ms. Otaniyan said she was disappointed that the U. Va. Nursing <br />Department only submitted one grant application to continue the program. Ms. Olaniyan <br />said that Martha Jefferson Hospital and other volunteers remain interested in continuing <br />the Clinic, and noted that while the Clinic is closed the structure remains. Ms. Olaniyan <br />said she and others are working to research grams that rmty '~ available, and asked <br />Council to provide $20,000 for a position to coordinate the efforts to reopen the Clinic. <br /> <br /> Mr. Cox said he appreciates the NAACP's efforts and asked how they intend to go <br />after multiple grants. <br /> <br /> Ms. Olaniyan said she has lined -ap one proI~ssional grant writer ard bas <br />purchased a grant resource book.. <br /> <br /> Mr. Cox asked if the position requested will coordinate volunteers, and Ms. <br />Olaniyan said it will do that as well as outreach for the Clinic. <br /> <br /> Mr. Caravati said there is a chance that the Housing Authority may participate, <br />and noted that the Authority did explore grants for continuation of the Clinic, and urged <br />Ms. Olaniyan to talk to the Director of the Authority. <br /> <br /> Ms. Daugherty said she would like to have more information similar to what other <br />agencies provide during the budget process, to include information such as who would <br />supervise the position, and referred Ms. Olaniyan to Ms. Linda Peacock for more <br />information. <br /> <br /> Mr. Caravati ask:ed if the Clinic would still involve the U. Va. Nursing <br />Department and Ms. Olaniyan said it would. <br /> <br /> Ms. Richards recommended that Ms. Olaniyan secure letters of commitment from <br />individuals and institutions and to make sure that everyone is clear about what they are <br />committing to. <br /> <br /> Mr. Toscano asked if the position requested Was part of the old grant and if it <br />would be folded into the new grant proposal, and Ms. Olaniyan said yes. <br /> <br /> Mr. Toscano asked about the track record of the grant verger and asked wlry the <br />University is not interested in writing the grant. <br /> <br /> Ms. Otaniyan said one grant writer is connected to the City and one is connected <br />to Martha Jefferson Hospital. <br /> <br /> Mr. Toscano ~ that he is concerned that if Council ultimately decides to put <br />money into the project, that it will frustrate people if it does not happen, or the City could <br />end up funding the whote thing. <br /> <br /> Ms. Olaniyan said she th~s it would be inappropriate to come to the City for full <br />funding for the Clinic. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox asked for an update on preliminary work done on the citizen request to <br />explore a living wage requirement for City contract employees. <br /> <br /> <br />
