76 <br /> <br /> Mr. O'Connell said he has had preliminary discussions with the Virginia <br />Organizing Project and staff is looking at a draft ordinance, though they feel that enabling <br />legislation is needed to adopt such an ordinance. Mr. O'Connell said that staff need to <br />look at cost implications, which could be substantial. Research also needs to be done on <br />other cries that have adopted such a policy. Mr. O'Connell said that State legislation is <br />Pending that deals with the issue that also needs to be explored. Mr. O'ConneI1 said that a <br />committee meeting, to include Mr. Cox and Ms. Richards, needs to be set up, and said <br />that the information should be available in early June. <br /> <br /> Mr. Cox suggested that a suxvey be done of what kJ~d of contract work the CRy <br />does in a given year and how many of these employees are already paid a living wage. <br /> <br /> Mr. Caravati asked whether temporary hires would be included, and Mr. <br />O'Connell said it depends on how you define "contract." <br /> <br /> Mr. Caravati said he attended a meeting at Scott Stadium and the issue of lighting <br />is being explored by the University, though there has been no City input into it at this <br />point, and he feels this is something the City should be involved in. <br /> <br />Mr. Cox reminded people to vote in the May 2~d Council election. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the purpose of appointing members to various CRy boards or agencies, <br />as authorized by Section 2.1-344(A)(a) of the Virginia Code; for the purpose of <br />considering the acquisition of real property for public purpose, or the disposition of <br />publicly held property, when discussion in an open meeting would adversely affect the <br />bargaining pos~ion or negotiating strategy of the City, as authorized by Section 2~ 1- <br />344(A)(3) of the Virginia Code, and more specifically described as property in Court <br />Square area; and for the purpose of consultation with legal counsel and briefings by staff <br />members or consultants pertaining to actual or probable litigation, where such <br />consultation or briefing in open meetLng would a&¢ersely affect the negotiating or <br />litigating position of the City, or consultation with legal counsel employed or retained by <br />a public body regarding specific legal matters requiring the provision of legal advice by <br />such counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code (two matters). <br /> <br /> Council reconvened i~ op~ session and, on motion by Mr. Toscano, seconded by <br />Ms. Richards, approved the following certification ofciosed meeting by the following <br />vote.. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: <br />None. <br /> <br /> WHEREAS, the C~y Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirernents by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br /> The meeting was adjourned. <br />Pre'slant 3L~ '~~ <br /> <br /> <br />
