77 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CiTY COUNCIL WILL BE <br />HELD ON Wednesday, May 3, 2000 AT 4:00 p.m. IN THE Albemarle County Office <br />Building, Second Floor, Room 235. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />RESOLUTION: Approving Fire Services Agreement <br /> <br />Closed session as provided by Section 2.1-344(A)(7) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />COUNTY OFFICE BUILDlNG- May 3, 2000 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />RESOLUTION: APPROVING FIRE SERVICES AGREEMENT <br /> <br /> Mr. Charles Martin, Chair of the Albemarle County Board of Supervisors, <br />thanked the members 0fthe City Fire Department and County Volunteer firefighters who <br />helped negotiate the agreement. <br /> <br /> Ms. Daugherty thanked Judge Jay Swett who helped mediate the agreement. Ms. <br />Daugherty highlighted the Fire Services Agreement: 1) The contract provides for a <br />coordinated fire services agreement that encourages cooperative efforts in areas including <br />training, education, standard operating procedures (SOPs), etc.; 2) The contract <br />establishes a protocol for City firefighters to respond into Albemarle County; 3) The <br />contract creates a ten-year agreement between the two jurisdictions which will go into <br />effect July 1, 2000; 4) The base cost of the first year of the contract is $644,427 with the <br />provision for additional charges or credits depending on the number of calls for service <br />provided by City firefighters; 5) The agreement stipulates that up to two City engine <br />companies with a three firefighter crew will be available for calls into the County, and <br />that the City fire engine company closest to a particular incident in the County will <br />respond to that call; and 6) During the first three years the contract provides that the City <br />will continue to respond to calls throughout the Coumy as deemed necessary as is the <br />current system After the first three years, an automatic response district will be formed <br />in the urban area of Albemarle County where the City will .provide full services. Outside <br />of that district, the City will provide first response service only to structure fires. <br /> <br /> The Board of Supervisors approved the Fire Services Agreement by the following <br />vote. Ayes: Mr. Bowerman, Mr. Dorrier, Ms. Humphris, Mr. Martin, Ms. Thomas. <br />Noes: Mr. Perkins. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council approved the Fire <br />Services Agreement by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> Mr. Charles Wemer of the Charlottesville Fire Department, said that the paid and <br />volunteer firefighters were honored to have had the opportunity to work on this <br />agreement. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Cox, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the purpose of consultation with legal counsel and briefings by staff <br />members or consultants pertaining to actual or probable litigation, where such <br />consultation or briefing in open meeting would adversely affect the negotiating or <br />litigating position of the City, or consultation with legal counsel employed or retained by <br />a public body regarding specific legal matters requiring the provision of legal advice by <br />such counsel, as authorized by Section 2,I-344(A)(7) of the Virginia Code. <br /> <br /> <br />
