78 <br /> <br /> Cotmcil reconvened in open session and, on motion by Mr. Caravati, seconded by <br />Mr. Toscano, approved the following certification of closed meeting by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: <br />None. <br /> <br /> WltEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WItEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted fi.om open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br /> The meeting was adjourned. <br />Presi~ <br /> <br />COUNCIL CHAMBER - May 15, 2000 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: NATIONAL PUBLIC WORKS WEEK <br /> <br /> Ms. Daugherty presented the proclamation proclaiming National Public Works <br />Week to Mr. Jim Palmborg of the Public Works Department. <br /> <br />PUBLIC <br /> <br /> Ms. Kerry Moran, 607 Lexington Avenue, asked Council to consider modifying <br />the School Board appointment process and allow more public input before selections are <br />made. Ms. Moran asked that a public forum be added or the interview process be opened <br />to the public, <br /> <br /> Mr. David Repass, 227 E, Jefferson Street, said that increased public participation <br />in the School Board appointment process was a major plank for the Democrats for <br />Change. Mr. Repass said that the group originally saw electing School Board as the way <br />to ensure public participation, but the idea was dropped. Mr. Repass said the community <br />should know if a School Board candidate can meet the qualification of public <br />accountability, and asked for a role for the public in the process. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, supported opening the process for School <br />Board appointments to the public. Mr. Kleeman noted that other board vacancies are <br />being advertised and said that he feels the process for appointing members to all those <br />boards should be more open as well. Mr. Kleeman said that Council should let the public <br />know the qualifications and criteria for all those boards. <br /> <br /> Mr. Charles Lilly, a resident of the Belmont neighborhood, said that people keep <br />thinking of ways to spend more money, and citizens are overloaded with taxes, including <br />the utility tax. Mr. Lilly said people are being taxed out of their homes. Mr. Lilly <br />expressed concern about the amount of money being spent on parks and .on what he sees <br />as wasteful spending. <br /> <br /> Mr. Joe Szakos, Otter Street, asked that School Board applicants be asked about <br />their willingness to adopt a non-discrimination clause based on sexual orientation for the <br /> <br /> <br />
