87 <br /> <br />ORDINANCE: DESIGNATING PRESTON AVENUE AS ENTRANCE CORRIDOR <br />DISTRICT (2aa reading) <br /> <br /> Mr. Cox said that the Planning Commission tried hard to get Mr. Brunton to <br />understand that the district is designed to protect him against other properties that wear <br />away at the character of the corridor, and he does not feel there is much else the City can <br />do to convince him otherwise. Mr. Cox noted that no other property owner on Preston <br />Avenue opposed the designation, and he feels Council should move forward. <br /> <br /> Mr. Toscano said he thinks Mr. Bmnton has a basic philosophical opposition to <br />the designation. <br /> <br /> The ordinance entitled "AN ORDiNANCE AMENDING AND <br />REORDAIN1NG SECTION 34-671 OF ARTICLE XVIII-A OF CHAPTER 34 OF T HE <br />CODE OF THE CITY OF CHAt~J~OTTESVILLE, 1990, AS AMENDED, RELATING <br />TO THE ADDITION OF A PORTION OF PRESTON AVENUE TO THE ENTRANCE <br />CORRIDOR HISTORIC OVERLAY DISTRICT," which was offered at the May 1st <br />meeting, was approved by the following vote. Ayes: Mr. Caravati, Mr, Cox, Ms. <br />Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox said that he and Ms. Richards met with a group, including the Virginia <br />Organizing Project, PHAR, Labor Action Group, Lisa Kelly of the City Attorney's office, <br />and Mr. O'Connell about the living wage issue and he feels it was a fruitful meeting and <br />constructive suggestions were made. Mr. Cox said more data needs to be collected, and <br />he thinks the City Attorney's office will have information for the next Council meeting. <br /> <br /> Mr. Cox said he met with the University's architect and landscape architect, and <br />had a conversation with Mr. Leonard Sandridge about the wall at Scott Stadium, and he <br />thinks there is some positive movement on the matter. <br /> <br />Ms. Richards said she understood that a committee was to work on this issue. <br /> <br /> Mr. Cox said a possible site for a pre-school facility has err~rged and there is <br />interest by the schools in pursuing it. Mr. Cox said he will be meeting with the <br />Superintendent and developer in the upcoming week. <br /> <br /> Ms. Richards said, in reference to the recent influx of guns in the City, that she <br />would like the City to explore the possibility of enforcing laws more effectively or work <br />on ways to reduce guns. Ms. Richards said she would like to develop a plan or strategy <br />and see what is available and what is legal. <br /> <br /> Ms. Daugherty noted that there are some national efforts to reduce guns, including <br />an initiative by HUD. <br /> <br /> Mr. O'Connell said the Police Department is developing an aggressive program <br />aimed at guns, and he will provide Council with other ideas and some policies issues for <br />consideration. <br /> <br /> Mr. O'Connell thanked people for their participation in "Give Air a Brake Day" <br />and encouraged people to use alternative transportation. <br /> <br /> Mr. O'Connell presented Council with a draft listing of strategy issues for their <br />review and feedback on timing. <br /> <br /> Mr. Cox recommended that Council hold it's annual retreat early in September or <br />in July. <br /> <br /> <br />
