Noes: None.) to meet <br />in closed session for' the purpose of appointing members to various City or regional <br />boards or agencies, and for the purpose of discussion of certain matters related to <br />assigna~nt, appointment, promotion, performance, salaries, or resignation of specific <br />public officers, appointees or employees, as authorized by Section 2.1-344(A)(1) of the <br />Virginia Code; for the purpose of considering the acquisition of real properPy for pubic <br />purpose, or the disposition of publicly held property, when discussion in an open meeting <br />would adversely affect the bargaining position or negotiating strategy of the City, as <br />authorized by Section 2.1-344(A)(3) of the Virginia Code, and more specifically <br />described as: 1) property in the Page Street neighborhood; and 2) property on t0th Street; <br />and for the purpose of consultation with legal counsel and brief'rags by staff members, <br />consultants or attorneys on two matters pertaining to actual or probable litigation, where <br />such brief'rog in an open meeting would adversely affect the negotiating or litigating <br />position of the City, or consultation with legal counsel employed or retained by a public <br />body regarding specific legal matters requiring the provision of legal advice by counsel, <br />as authorized by Section 2.1.344(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Cox, seconded by Ms. <br />Richards, approved the following certification of closed meeting by the following vote <br />(Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: <br />None.) <br /> <br /> WItEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 21.344.1 of the Code of Virginia requkes a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Toscano, Council appointed Ms. Lisa <br />Murphy and Mr. Malon Updike to four-year terms on the Charlottesville Industrial <br />Development Authority by the following vote.
