90 <br /> <br /> WHEREAS, as a condition to providing the Credit Facility to the Authority, the <br />Lender has requested that the City express its moral obligation to assist the Authority in <br />repayment of the Credit Facility in the event the Authority is unable to do so; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Charlottesville City Council <br />hereby pledges to the Authority and to the Lender the City's "moral obligation" to provide <br />the Authority with sufficient funds for the Authority to make timely payments to the <br />Lender as required by the Credit Facility provided, however, that the Lender <br />acknowledges Chat the City shall have no legal or enforceable obligation to provide such <br />funds and the performance by the City of all undertakings for the payment of money by <br />the City pursuant hereto is subject to and conditioned upon approval and appropriation by <br />the Council; and that the approval of any money by the City pursuant hereto is solely for <br />the fiscal year in which such appropriation is made and is further subject to any <br />prohibitions or restrictions imposed by the laws of the Commonwealth of Virginia. <br /> <br /> BE IT FURTHER RESOLVED, that the City Manager, or any Assistant City <br />Manager, are each hereby authorized in the name of and on behalf of the City to execute <br />and deliver such documents and instruments and to take such other and further actions as <br />may be in any way necessary or appropriate to effectuate the foregoing resolution and to <br />carry out the purposes thereof, and that the taking of any such action and the execution by <br />such individuals of any such additional documents or instruments shall conclusively <br />evidence the due authorization thereof by the Council. <br /> <br /> Council agreed that School Board interviews would be held on Monday, June 12 <br />at 7:00 p.m. <br /> <br />DISCUSSION: COMPREHENSIVE PLAN <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Planning and Development Services, <br />explained that the Planning Commission has wanted to meet with City Council <br />periodically throughout the Comprehensive Plan process. <br /> <br /> Mr. Totbert said that over 600 people have attended at least one Comprehensive <br />Plan meeting, and about half the meetings have been held to date. Included in the <br />discussions and as part of the plan are the Transportation Plan (including Traffic <br />Calming) and the Corridor Study. A second community meeting on the Plan will be held <br />on June 3~d, Corridor Charrettes are being held in May and June, and the Comprehensive <br />Plan will be formally presented in mid-October. <br /> <br /> Mr. Tolbert presented handouts showing strengths, weaknesses, opportunities and <br />threats as identified by different neighborhoods. <br /> <br /> Mr. Tolbert said that goals for the June 3ra connnunity meeting haclude: geeing <br />some understanding of issues that the Planning Commissions needs to deal with <br />community wide and on an individual neighborhood basis; get agreement on what <br />guiding principles are; and have a "name the plan" contest. <br /> <br /> Mr. Cox expressed concern about public housing residents not feeling a part of <br />the process, and asked ifstaffhas had any luck getting to them. <br /> <br /> Mr. Tolbert said that staffhas been told by PHAR (Public Housing Association of <br />Residents) that they want to be considered as part of a larger neighborhood, not <br />separately. Mr. Tolbert said he feels that staff and the Planning Commission have gone <br />as far as possible in trying to involve public housing residents. <br /> <br /> Mr. Cox asked if meetings could be framed around certain issues, such as living <br />wage, summer youth employment, etc. to encourage public housing residents to attend <br />meetings. <br /> <br /> Mr. Tim Supler and Ms. Nancy Damon, Planning Commission members, said that <br />they feel everything that can be done to encourage public housing residents to participate <br />has been done, and said they would be happy for Mr. Cox to help or make suggestions. <br /> <br /> <br />
