91 <br /> <br /> Mr. Tolbert said that a review of the Plan will be done every year with the <br />neighborhoods. <br /> <br /> Mr. Toscano noted that a citizen survey is being conducted, and said that these <br />responses should be taken into consideration so that we do not have to rely solely on <br />people who have attended meetings. <br /> <br /> Mr. Totbert said that will be built into the process. <br /> <br /> Mr. Toscano asked if things are jumping out that are different from the last plan, <br />and Ms. Kathy Harris, Planning Commission member, said that she did not feel that the <br />old Comprehensive Plan matched what the City was doing. <br /> <br /> Mr. Cox asked if implementation strategies are being discussed and whether the <br />neighborhoods will have an investment in managing the Plan. <br /> <br /> Mr. Tolbert said he envisions a document withl 8 appendices, one for each <br />neighborhood. Mr. Tolbert said there are a lot of things that neighborhoods can do for <br />themselves, Mr. Tolbert said that the staff and Planning Commission will have to <br />manage the Plan to a certain degree, but they are trying to make it as "bottom-up" as <br />possible. <br /> <br /> Mr. Cox said he feels it helps if people have money to manage, and asked if <br />thought has been given to asking the City Manager to allocate funds that could be <br />prioritized by the neighborhoods. <br /> <br /> Mr. Tolhert said that the Planning Commission will have to prioritize city-wide. <br /> <br /> Mr. Tolbert presented Council with a listing of issues that have been raised in the <br />meetings to date, and asked Council for feedback on any other issues they would like to <br />see addressed. <br /> <br /> Mr. Marshall Slayton, Planning Commission Chair, said that the need for <br />additional jobs has also come up. <br /> <br /> Mr. Cox said he would like to see more youth structured activities. <br /> <br /> Mr. Toscano brought up the issue of the role of culture and arts, and ways to bring <br />them to the neighborhoods, especially sculpture. <br /> <br /> Mr. Caravati said one important core issue is the desire for increased dens'Wy <br />versus the opposition to increased density. <br /> <br /> Mr. Cox said that the corridor study may recommend areas for higher density. <br /> <br /> Mr. Kevin Lynch, Councilor-elect, said he would like to look at the issues of <br />improving the City's housing stock, workforce training, and access to day care. <br /> <br /> Mr. Ken Schwartz, Planning Commission member, said that the Planning <br />Commission will need to look at the neighborhood view versus the broader perspective, <br />and said he feels it is important to look at the process of these type issues. <br /> <br /> Mr. COx said he would like to get the people involved in the Comprehensive Plan <br />process to attend the corridor study meetings. <br /> <br /> Mr. Tolbert sad that a letter wilt be going out to invite participants to the corridor <br />study meetings and the June 3ra community wide meeting. <br /> <br /> Ms. Damon said that the issue of better code enforcement is consistently <br />identified as an issue. <br /> <br /> <br />
