99 <br /> <br /> Mr. Cox asked what the range of vendors were who were supceyed, and Mr. A1 <br />Elias, P.urchasing Agent, said that they included construction, laundrY, janitorial services, <br />and suppliers. <br /> <br /> Mr. Cox said his hope is that the h~iative will raise the salaries of those who are <br />the most economically depressed. <br /> <br /> Ms. Richards said she finds it very discouraging that many employees of vendors <br />do not live in the City, but the increased cost would be passed on to City residents. Ms. <br />Richards said that having to increase staff to enforce the ordinance would also increase <br />the cost. <br /> <br /> Mr. Cox said he thinks Ms. Richards' concern is legitimate, but feels that is only a <br />piece of the issue. Mr. Cox said he thinks the City should be a leader in employment. <br />Mr. Cox said he supports the ordinance wholeheartedly and is interested in the least <br />bureaucratic way to enforCe it as possible. <br /> <br /> Ms. Daugherty said she thinks Council needs to look at the issue more and may <br />need to put the matter in the City's legislative package. <br /> <br /> Ms. Richards said she does look at the costs that gets compounded for the benefit <br />of so few City residents, and suggested that perhaps the City could invest the money <br />more effectively, such as lobbying, to effect this purpose, or helping to change the pay <br />scale at the University where more City residents work. <br /> <br /> Mr. Toscano said that someone should put together a coalition of other localities <br />in Virginia and the Virginia Municipal League to pursue enabling legislation. Mr. <br />Toscano said that Council has to make up its mind that it would embrace the ordinance <br />even if there is enabling legislation, given the cost and bureaucracy. Mr. Toscano said he <br />thinks Council is a ways away from adopting such an ordinance. <br /> <br /> Mr. Cox agreed that more research needs to be done, and said we should look at <br />what others have done around the country. Mr. Cox said that the committee will be <br />meeting on Friday and asked how Council would like the Committee to proceed with <br />getting more information. <br /> <br /> Ms. Richards asked about who could, or how could the ordinance be challenged <br />in Alexandria if it is adopted, and Ms. Kelley said that if Alexandria went to enforce the <br />ordinance, a contractor could challenge it in court. <br /> <br /> Mr. Toscano said that beyond that, he feels Council would not want to pass an <br />ordinance that they do not have legal authority to pass. <br /> <br /> Mr. Cox said he feels that the Attorney GeneraI's opinion is equivocal and that <br />Council could move forward to adopt such an ordinance. <br /> <br />ORDINANCE: POLICE ENFORCEMENT OF TRESPASS ON PPdVATE <br />PROPERTY <br /> <br /> Mr. Grover Smiley of the City's Building and Life Safety Division, said that the <br />proposed ordinance is a result of efforts between the Commonwealth's Attorney, City <br />Attorney, Neighborhood Planning and Development Services, and the Police Department, <br />to deal with problems in neighborhoods. When people trespass on private property, the <br />Ci~ is powerless, but with the proposed ordinanve, when problems are experienced, the <br />City can get an affidavit signed by the property owner that will allow the police to warn <br />offenders and to arrest them if the offense is repeated. Mr. Smiley said that the ordinance <br />should help with the problems of trash and open drinking. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the ordinance entitled <br />"AN ORDINANCE AMENDING AND REORDAINING ARTICLE 1 OF CHAPTER <br />20 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, BY ADDING <br />A NEW SECTION 20-11, RELATINGN TO THE DESIGNATTION OF POLICE TO <br /> <br /> <br />
