108 Mr. Toscano asked if the capital needs of the pre-school will drive everything else in the capital plan, or whether the School Board and Council will figure how the pre- school gets fimded within the CIP. Mr. Toscano asked how the School Board and ultimately Council will make this decision. Dr. Symons said he thinks a better way is to think about the pre-school delivery system with the dollars that we have. A committee has been formed to advise about the pre-school program, which then folds into the space question. Dr. Symons said there is approximately a six-month window to make this decision, adding that he thinks the pre- school program can remain at Jefferson School for two to three years. Ms. Richards, a member of the Virginia Municipal League Legislative Committee, asked for input from the School Board about a JLARC study being conducted on the Standards of Quality and Funding. Ms. Richards acknowledged that this will be last meeting of Mary-Susan Payne, School Board Chair, and thanked her for her service and leadefrship. Absent: Mr. Caravati) to meet in closed session for the purpose of discussing appointments to boards and commissions as provided by Section 2.1-344(A)(1) of the Virginia Code. Council reconvened in open session and, on motion by Mr. Toscano, seconded by Ms. Richards, approved the following certification of closed meeting by the following vote. Ayes: Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. Absent: Mr. Caravati.
