108 <br /> <br /> Mr. Toscano asked if the capital needs of the pre-school will drive everything else <br />in the capital plan, or whether the School Board and Council will figure how the pre- <br />school gets fimded within the CIP. Mr. Toscano asked how the School Board and <br />ultimately Council will make this decision. <br /> <br /> Dr. Symons said he thinks a better way is to think about the pre-school delivery <br />system with the dollars that we have. A committee has been formed to advise about the <br />pre-school program, which then folds into the space question. Absent: Mr. Caravati. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Cox, Council voted (Ayes: Mr. <br />Cox, Ms. Daugherty, Ms. Richards. Noes: None. Absent for the vote: Mr. Toscano. <br />Absent: Mr. Caravati) to meet in closed session for the purpose of discussing <br />appointments to boards and commissions as provided by Section 2.1-344(A)(1) of the <br />Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Ms. Richards, approved the following certification of closed meeting by the following <br />vote. Ayes: Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br />Absent: Mr. Caravati. <br /> <br /> WHEREAS, the City Council has convened a cbsed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 2L344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br /> <br /> <br />
