Absent: Mr. Caravati. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Toscano said that a number of people have stepped in to help with fireworks <br />for the 4th of July after it was learned that the previous organizers had not planned for the <br />event, though the fireworks will be held on the evening of July 3~d. <br /> <br /> Mr. O'Connell presented Council with a memorandum from the Department of <br />Neighborhood Planning and Development Services recommending new procedures for <br />community participation in zoning issues. <br /> <br /> Mr. Toscano said he feels that changes should be made, but recommended that <br />any changes be reviewed by the City Attorney's office to assure that all legal bases are <br />covered. <br /> <br /> Mr. O'Connell said that staff also need to be sure that any changes do not slow the <br />process down. <br /> <br /> Mr. O'Connell announced tim the City is in the process of conducting an official <br />citizen survey which will provide good feedback for the Comprehensive Plan. <br /> <br /> Mr. O'Connell said that he recently provided Councilors will all documents <br />regarding the Meadowcreek Parkway that the City has. Mr. O'Connell said the City has <br />also just received an update on the Parkway from the Department of Transportation <br />showing two lanes grades and a 20 lane intersection and he has asked Mr. Will Rielley, <br />the City's consultant, to review this information. The consultant's comments will then be <br />forwarded to the MPO design committee. Mr. O'Connell said maps are available in <br />Neighborhood Services. <br /> <br /> Mr. Cox said he hopes Mr. Rielly will look closely at the proposed 20 lane <br />intersection versus the 17 lanes approved by Council. <br /> <br /> Ms. Daugherty said she would like to see what both Mr. Rielly and the design <br />committee say about the 20 lane intersection. <br /> <br />Mr. Cox said he would like the public to be'able to see the intersection designs. <br /> <br /> Ms, Daugherty suggested putting both the 17 and 20 lane road design on the <br />City's website. <br /> <br />Mr. O'Connell presented a "Class Act" award to outgoing Mayor Daugherty. <br /> <br /> On motion by Ms. Richards, seconded by Mr, Toscano, Council voted (Ayes: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. Absent: Mr. Caravati.) <br />to meet in closed session for the purpose of appointing members to various City and <br />regional boards or agencies, and the annual performance evaluation of the City Manager, <br />as authorized by Se~ion 2,1-344(A)(t) of the Virginia Code; and for the purpose of <br />considering the acquisition of real property for public purpose, or the disposition of <br />publicly held prOperty, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described a~s property on Water <br />Street. <br /> <br />Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br /> <br /> <br />
