119 <br /> <br />APPROPRIATION: REPROGRAMMtNG OF CAPITAL FUNDS (2aa reading) <br /> <br /> Mr. Toscano asked how the mounts in the appropriation were arrived at and how <br />these items have made their way to Council. <br /> <br /> Mr. O'Connell explained that items were submitted by departments during the <br />budget process, but it was not thought that adequate funds were available for the projects <br />at that time, but the feeling was that if the funds could be found through department <br />close-outs, then he would bring the projects back to Council. <br /> <br /> Mr. Toscano suggested that Council target voting costs in its next legislative <br />package. Mr. Toscano expressed concern about approving the reprogmmming out of the <br />budget process. <br /> <br /> Mr. O'Connell said that a new financial system is needed. The renovation <br />proposed for the Department of Neighborhood Planning and Development Services is <br />part of the desire for a one-stop service to improve customer service and will make the <br />department more effective. Mr. O'Connell noted that City Hall will still be able to be <br />accessed from Market Street after the renovations. <br /> <br />Mr. Cox said he thinks the renovation of Neighborhood Services is necessary. <br /> <br /> The appropriation Reprogramming Capital Funds which was offered at the June <br />5~ meeting was approved by the following vote. Ayes: Mr. Cox, Ms. Daugherty, Ms. <br />Richards, Mr. Toscano. Noes: None. Absent: Mr. Caravati. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />$775,000 be appropriated from the Capital Fund Contingency account 26-020-122050- <br />53199 for the following projects in the following amounts: <br /> <br />$250,000 <br /> <br />Transfer to account 26-280-092200-53 t 99 for the renovation of <br />Neighborhood Planning and Development Services. <br /> <br />$150,000 <br /> <br />Transfer to account 29-020-031107-55112 for the purchase of <br />customer service tracking software. <br /> <br />$125,000 <br /> <br />Transfer to account 05-070-11 t 080-53124 for training programs <br />for City employees. <br /> <br />$125,000 <br /> <br />Transfer to account 29-020-033104-53119 for the implementation <br />of City's Technology Improvement Plan <br /> <br />$125,000 <br /> <br />Transfer to account 26-060-031101-55104 for the purchase of new <br />voting machines. <br /> <br />ORDINANCE: TECHNOLOGY ZONE PROGRAM (2na reading) <br /> <br /> Mr. Gouldman passed out new ordinance with two small changes: one clarifying <br />who qualifies and the other excluding businesses who are engaged in a milky service. <br />Mr. Gouldman said that the effective date of the ordinance is July 1, 2000, but it will be <br />for the tax year beginning January 1,2001. <br /> <br /> Mr. Toscano made a motion to amend the ordinance as proposed by Mr. <br />Gouldman, Ms. Richards seconded the motion, and the ordinance was amended by the <br />following vote. Ayes: Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: <br />None.
