131 <br /> <br /> Responding to a question from Mr. Cox, Ms. Olaniyan said that there was a <br />misunderstanding with the Housing Authority about the funding, and as a result the <br />$5,000 of in-kind services will be sought elsewhere. <br /> <br /> Mr. Cox said a phenomenal coalition has been formed and he hopes that with the <br />help of the Housing Authority grant funding can be sought for future years. <br /> <br /> Mr. Lynch asked if it would be helpful if Council requested that the University <br />leave equipment that remains in the Clinic there, but Mr. Olaniyan said that if Council <br />provides funding, the U~Jversity has agreed that the existing equipment will remain at the <br />Clinic. <br /> <br /> Mr. Lynch asked what Martha Jefferson Hospital's evaluation criteria will be, and <br />Mr. Olaniyan said no conditions have been made by Martha Jefferson and their support <br />was never in question. <br /> <br />Mr. Cox thanked all involved in the effort to make this happen. <br /> <br /> Mr. Toscano said he is hearing that there will be an effort to get grant money for <br />future operations for the Clinic, and asked if it is Council's intention to fund the Clinic for <br />one year only. Mr. Toscano said he would like to have regular reports given to Council <br />on the Clinic operations and who is served. <br /> <br /> Mr. Caravati said he assumes the funding will be for one year only and hopes that <br />they can get grant funds in the future. <br /> <br /> Ms. Small-Toney said the Clinic can be evaluated on a quarterly basis and reports <br />given to Council. <br /> <br /> Mr. O'Connell suggested that an approach be worked out similar to what is <br />required of other agencies funded by the City. <br /> <br /> Mr. Toscano said he is hearing that this is emergency funding by the City to keep <br />the Clinic operating and allow them to get grant money, noting that it therefore will not <br />show up in the budget next year. <br /> <br /> Mr. Cox agreed and said he assumes this is one-time funding and that there will <br />be an aggressive effort to get funding in the future, Mr. Cox added that he would be <br />willing to keep options open if need be, though his intention is that it is a one time thing <br />to fund for this one year and to see how successful they will be at finding funding. <br /> <br /> Ms. Richards said that funding of this Clinic, in conjunction with the funding of <br />the Clinic at the Mary Williams Senior Center, shows Council's commitment. Ms. <br />Richards suggested that the possibility of receiving Medicare reimbursement be <br />investigated. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, the appropriation of $15,000 <br />for the Westhaven Nursing Clinic was offered and carried over to the next meeting for <br />consideration. <br /> <br />REPORT: FREE FARE TROLLEY SERVICE <br /> <br /> Mr. O'Connell said that his intention is to present a report and have a discussion <br />of the concept of the free fare trolley service proposed to operate between the University <br />and downtown as he feels the City should continue to look at alternative means of <br />transportation. Mr. O'Cormell said the basic notion is that there would be a route from <br />one business area to another, using the two new trolleys that have been purchased, with <br />the old ones used as back-up. <br /> <br /> Ms. Judy Mueller, Director of Public Works, said this proposal, which would be <br />done on an experimental basis, would build on the concept oftbe HOO Bus, would be <br />routed around downtown, on West Main Street, and to the University Comer and Scot <br /> <br /> <br />
