130 <br /> <br /> Responding to a question from Ms. Richards, Mr, Bill Letteri, Capital Projects <br />Manager, said that construction is expected to last 18 months. Mr. Letted said that the <br />entire existing garage will be available during the construction, except for certain periods <br />when there is expected to be minor disruptions. During construction, 70 spaces on the <br />surface lot will be eliminated. <br /> <br /> Mr. Cox said he has heard that valet parking has been discussed, which could <br />increase the capacity in the garage by double-stacking cars. <br /> <br /> Mr. Aubrey Watts, Director of Economic Developmem, said that the parking <br />consultant has been asked to look at the issue of Valet parking. In addition, Mr. Watts <br />said the City is trying to identify additional surface lots that could be used for parking. <br /> <br /> Ms. Richards asked what the evening usage of the Water Street Parking Garage is, <br />and Mr. Watts said he does not know the answer, but will provide it to Council. <br /> <br /> Ms. Richards noted that the garage has a lot of safety features that are not readily <br />visible. <br /> <br /> Mr. Lynch and Mr. Cox asked about financing of the garage and the effect on the <br />City's budget, and Mr. Gouldman said that the City's share of the project, approximately <br />$2.6 million, £manced through general obligation bonds and capital funds, has akeady <br />been appropriated. The additional bond interest will be paid by increased parking <br />revenue. <br /> <br /> Mr. Cox said there is a trend toward mixed use garages rather than stand alone <br />garages and expressed concern that 300 parking spaces are being added to the garage <br />without the addition of any new businesses~ Mr. Cox said he would like to see mixed use <br />be a requirement in the future when adding additional parking spaces. <br /> <br /> Mr. Lynch said that building parking garages is an expensive way to address <br />mobility, and he hopes to see the need addressed by alternatives such as the proposed <br />trolley route. <br /> <br /> Mr. Toscano said he thinks it is important to emphasize that a lot of people <br />downtown think that providing parking is really important for everything that is currently <br />going on downtown and what will go on in the future. <br /> <br /> On motion by Mr. Cox, seconded by Mr. Toscano, the ordinance entitled <br />"ORDINANCE: WATER STREET PARKING GARAGE EXPANSION" was offered <br />and carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: $15,000 - WESTHAVEN NURSING PROGRAM <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, explained that funds were <br />requested from Council in May to keep the Westhaven Nursing Clinic open, and Council <br />asked for more information at that time. Ms. Small-Toney said that the Charlottesville <br />Redevelopment and Housing Authority has agreed to provide $5,000 for the Clinic, and <br />an additional $5,000 needs to be raised privately, adding that originally the organizers of <br />the Clinic thought that the Housing Authority was going to provide $10,000. <br /> <br /> Mr. Toscano said he understands that the organizers have received letters of <br />support from those who propose to participate in the operation of the Clinic. <br /> <br /> Ms. Moji Olaniyan, 709 Village Road, said that letters of support have been <br />received from the Westhaven Clinic Coalition, consisting of the NAACP, Public Housing <br />Association of Residents (PHAR), the Housing Authority, Martha Jefferson Hospital, the <br />U. Va. School of Nursing, Westminster Presbyterian Church, Trinity Episcopal Church, <br />Black Nurses Association, SARA, the Virginia Organizing Project, and the City. If <br />approved, Ms. Olaniyan said that the Clinic will be ready to open August 1 st for three <br />days a week, one full day and two half days. Ms. Olaniyan said that the School of <br />Nursing will pull out of the coalition if the City does not providing funding. <br /> <br /> <br />
