The four week long program Will include computer training <br />and cultural enrichment will be a major component of the program. <br /> <br /> Mr. Lynch asked if youth could work on neighborhood projects, but Ms. Lugo <br />said that worksite supervision is needed and most youth will work with non-profit <br />agencies. <br /> <br /> Responding to a question from Mr. Cox, Ms. Lugo said the crew leader's role will <br />be to take youth to work, check on their progress and keep track of their time. <br /> <br /> Mr. Lynch asked if the youth will receive web training as part of the program and, <br />if so, could they help develop sites for some neighborhoods that currently do not have <br />websites. <br /> <br /> Ms. Moji Olaniyan said that there will not be enough time to provide web training <br />given the schedule. <br /> <br /> Mr. Cox said that the cultural enrichment component is the most exciting part of <br />this proposal. Mr. Cox said he feels confident in the abilities of TeenSight and MACAA <br />and appreciates their responsiveness in revising the budgetto address concerns. <br /> <br /> Ms. Richards said it is a shame that federal funding is not available to this <br />community for youth employment and that local funding has to be substituted. Ms. <br />Richards said she hopes some federal money will be reinstated in the future. Ms. <br />Richards congratulated those involved on the effort put forward, and said she would be <br />willing to reinstate the administrative cost that was reduced in light of the work already <br />done. <br /> <br /> Ms. Lugo said that reinstating the administrative cost is not necessary and the <br />agencies did not mind having done it gratis. <br /> <br /> Mr. Lynch suggested addressing the imbalance in Workforce Investment Act fund <br />in the City's legislative package. <br /> <br /> Mr. Toscano asked if for profit companies can get involved and ifPIC will be <br />involved in the future. <br /> <br /> Ms. Lugo said that the program is restricted to non-profit agencies at this time. <br />Ms. Lugo said that PIC no longer exists, and the Workforce Investment Act (WlA) has <br />taken its place. Ms. Lugo added that the youth involved in this program will be wrapped <br />in with WIA in the fall. <br /> <br /> Mr. Toscano said he supports what the program is trying to do, and asked what is <br />the rationale for the overhead. <br /> <br /> Ms. Lugo said the administrative overhead will address such things as salaries, <br />supplies, and telephones. <br /> <br /> Mr. Toscano asked for the rationale for why some youth will be paid $8 an hour <br />and some $5.15 an hour, and Ms. Lugo said that those youth over 18 years old will <br />receive the $8 an hour. <br /> <br /> Mr. Caravati asked if there are other sources of funding on the horizon for this <br />program, and Ms. Lugo said that no one has time to pursue other options for funding. <br /> <br /> Ms. Richards noted that the Planning District Commission provides staffing for <br />the WIA Board, and they might be one possibility for pursuit of other funding. <br /> <br /> Ms. Richards suggested that Council draft a letter to the WIA Board asking them <br />to contact our Congressmen to recommend that the policy be changed that currently uses <br />unemployment rates to determine funding. <br /> <br /> <br />
