t35 <br /> <br /> Mr. Cox said he would like to challenge the technology community to match what <br />the City is willing to fund for future years. Mr. Cox said he hopes that the agencies <br />involved will become an anchor group to help with future planning. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Toscano, the resolution authorizing <br />the $66,730 for the QCC Youth Corps was approved by the following vote. Ayes: Mr. <br />Caravati, Mr. Cox, ?dr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> BE iT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that this Council hereby approves establishment of a youth corps program to <br />provide job training and summer work experience for young people aged 14 to 21 <br />who reside in the City of Charlottesville. This program will be supported by the <br />Monticello Area Community Action Agency (MACAA), the Supportive <br />Education Center, and the Teensight program, and will be funded with monies <br />already appropriated in the Capital Fund. <br /> <br />APpROPRIATIOn: $648,114 - REPAIR OF PARK STREET AND LOCUST <br />AVENUE BRiDGES <br /> <br /> Mr. O'Connell explained that the City has been working with the insurance <br />company to reach a settlement following the damage done to the Park Street and Locust <br />Avenue bridges. During this process, the engineering firm reviewing the bridges <br />determined that additional work needed to be done on both bridges. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Planning and Development Services, <br />said that the proposed additional work recommended to be done on the bridges is <br />unrelated to the damage caused when they were struck by a truck. Mr. Tolbert said it is <br />expected that the bridges will take five to six months each to repair, and one lane is <br />expected to remain open at ail times. Mr. ToIbert said the Locust Avenue bridge is <br />recommended to be completed f~rst because it has a lower traffic volume and will enable <br />the City to work out any bugs with the traffic disruptions. Mr. Tolbert said the funds wilt <br />come from the insurance company and from unallocated bridge repair funds. <br /> <br /> Mr. Cox said he thought bridge repairs are funded by the Virginia Department of <br />Transportation (VDO), and Mr. Tolbert said these repairs are not eligible at this time, but <br />staff is investigating getting reimbursed. <br /> <br /> Mr. Cox said the bridges are both gateways and serve a civic function and <br />therefore he feels it is appropriate to go beyond VDOT replacement standards in the <br />repair of the bridges in order to enhance and beautify the neighborhoods. <br /> <br /> Mr. Tolbert said he thinks there is room in the budget to do some of the things <br />suggested by Mr. Cox, and he wilt pursue it with the engineer. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, the appropriation of$648,114 <br />for the repair of the Park Street and Locust Avenue bridges was offered and carded over <br />to the next meeting for consideration. <br /> <br /> Mr. Lynch said he agrees with the aesthetic concerns and would also like to look <br />at pedestrian access on the bridge and better access to Mclntire Park. <br /> <br /> Mr. Cox asked ifthe curbs will be elevated, and Mr. Tolbert said the curbs will be <br />returned to how they were before the repair. <br /> <br /> Mr. Cox asked if there is a mechanism to let VDOT know that the bridges are an <br />extension of the pedestrian way. <br /> <br /> Ms. Richards said that the MPO could request funds for the repair of the bridge at <br />the upcoming VDOT public hearing. <br /> <br /> <br />
