136 <br /> <br /> Mr. Cox recommended that consideration be given to installing the infrastructure <br />for low mounted street lights in the bridge structure. Mr. Cox said that at some point all <br />the bridges on the Bypass will probably have to be rebuilt and he would like to make sure <br />that VDOT understands that the City will require higher design standards. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Caravati deferred the resolution renewing the caf6 permit for Escafe <br />Restaurant to the next meeting to provide time to address noise concerns that have been <br />raised and to address the fact that the walkway between the caf6, which is a major <br />pedestrian access, is supposed to be five feet, but is currently only three feet. <br /> <br /> The following consent agenda items were approved by the following vote, Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. APPROPRIATION: <br /> <br />$81,004 - Emergency Communications Center <br />Dispatch Consoles (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia <br />that the sum of $81,004.00 is hereby appropriated from account code 29-020- <br />045021 in the Technology Fund for the purpose of purchasing dispatch consoles <br />for the communications equipment at the Emergency Communications Center. <br /> <br />c. APPROPRIATION: <br /> <br />$50,000 - Grant for Summer Nutrition Program <br />(2nd reading) <br /> <br /> WHEREAS, the U. S. Department of Agriculture (USDA) has established the <br />Summer Food Service Program to bring about an increased awareness of the critical <br />importance of proper nutrition for children and a belief that school vacation should not <br />end the availability of nutritious meals for many children; and <br /> <br /> WHEREAS, the City of CharlottesVille shares the same concerns as USDA; now, <br />therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that a <br />Summer Food Service Program be established as part of the City of Charlottesville's <br />Summer Recreation Programs and $50,000 is hereby appropriated from the <br />unappropriated balance of the General Fund to account code 11-042-062028 in the Grants <br />Fund for the purpose of carrying out this progran~ Such appropriation shall be <br />conditioned upon substantial reimbursement to the General Fund by USDA. <br /> <br />d. RESOLUTION: <br /> <br />Authorizing Derelict Structures Grant Application <br />by Piedmont Housing Alliance <br /> <br /> WHEREAS, the Piedmont Housing Alliance and the City of <br />Charlottesville are currently working together to revitalize the 10th and Page Street <br />neighborhood in Charlottesville; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia <br />that the Piedmont Housing Alliance may apply on behalf of the City of <br />Charlottesville for $100,000 in Virginia Derelict Structures funds to be used for <br />the acquisition, demolition, removal, repair, and rehabilitation of certain properties <br />in the 10th and Page Street neighborhood - a CDBG target neighborhood. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Charlottesville, Virginia agrees to allocate at least $100,000.00 in local funds <br />toward the l0th and Page Revitalization Project to provide 100% matching funds <br />required by the Derelict Structures fund program; provided, however, that each <br /> <br /> <br />
