140 <br /> <br />Ms. Richards said she is not convinced that the longer route is the way to go. <br /> <br /> Mr. Lynch said he is personally inclined to have a shorter route, but will defer to <br />the prOfessionals. <br /> <br /> Ms. Mueller said she feels it is easier for customers to deal with a bus route every <br />15 minutes rather than every 12 minutes. <br /> <br /> Mr. Caravati said that because the route is a pilot program, he would prefer to <br />keep it at 15 minute headways. Mr. Caravati said one of his biggest concerns is <br />marketing the service. <br /> <br /> Mr. Lynch said he thinks this service is a great opportunity for citizens of <br />Charlottesville, and he is glad the State has given us the flexibility to use road funds for <br />transit. <br /> <br /> Mr. Toscano said that since it is a pilot program, he feels a sunset date of a year or <br />a year and a half should be attached to the approval, and that a periodic report should be <br />given on what the ridership looks like. Mr. Toscano said it will be important to build it <br />into the Transit Development Plan. He said it is also important to remember that the <br />service is an economic development initiative, and more economic development activities <br />and housing are needed along the West Main Street corridor than exist now. The <br />increased activity and housing will also mean that more parking will need to be added. <br /> <br /> Mr. Caravati suggested the pilot program be for a one year period as that is the <br />period of time that the appropriation will cover. <br /> <br /> Mr. Lynch recommended that the service be marketed to developers of property <br />on the West Main Street Corridor. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Richards; the $178,116 appropriation <br />for the fare free trolley service from downtown to the University was offered and carried <br />over to the next meeting for consideration. <br /> <br /> Ms. Richards said the route should be re-examined after a year as part of the <br />overall Transit Development Plan. Ms. Richards 'said she has heard some question why <br />the City should be providing free fares for tourists, but said that tourists provide <br />significant funds for the City. <br /> <br />REPORT: CHARLOTTESVILLE-ALBEMARLE COMMISSION ON CHILDREN <br />AND FAMILIES <br /> <br /> Mr. Robert A. Cox, III, Director of Social Services and member of the <br />Commission on Children and Families, introduced the Commission's second annual <br />report. Mr. Cox said the 20-member Commission, established in 1998, has now moved <br />into the implementation stage. <br /> <br /> Mr. l~dchard Merriwether, Chairman of the Commission, reviewed the five <br />general areas being addressed by the Commission: 1) a unified early childhood <br />development effort; 2) a system to measure the well-being of children and families; <br />3) citizen involvement in children and family services; 4) local implementation of the <br />Comprehensive Services Act; and 5) a comprehensive juvenile justice plan. <br /> <br /> Dr. Michael Dickens, Commission member, reviewed the Stepping' Stones, an <br />annual report card on indicators of child and family well-being. Dr. Dickens said that <br />this provides a window into what is actually happening with children and families in <br />Charlottesville and Albemarle County. <br /> <br /> Ms. Saphira Baker, Commission Director, said that outcome measurement, a <br />revised fimding and application process for community agencies emphasizing results, <br />will be incorporated into the budget process for the City and Albemarle County. <br /> <br /> <br />
