14t <br /> <br /> Ms. Jacki Bryant, a member of the Partnership for Children Sub-Committee, <br />discussed the activities of the Sub-Committee. <br /> <br /> Ms. Richards asked if the Cormmission is addressing the issue of mental health in <br />adolescents, and referred to the gap in service due to the loss of Charter Hospital. <br /> <br /> Mr. Cox said that adolescent mental health is addressed, and noted that another <br />program will be operating out of the facility that previously housed Charter Hospital. <br /> <br /> Mr. Lynch said the outcome measurement model is great and it will be helpful for <br />Council. Mr. Lynch asked about the timeframe for the recommendations. <br /> <br /> Mr. Cox said the recommendations will be done in conjurtction with the <br />development of the City and County budgets. <br /> <br /> Mr. Toscano asked if CDBG social program funding recommendations could be <br />folded into this effort, and Mx. O'Connell said that is a good point and should be followed <br />up on. <br /> <br /> Mr. Toscano said the Commission has produced some very impressive work <br />which emu be used for a lot of good planning, and shows a high degree of cooperation <br />between the City, County and agencies. Mr. Toscano said he is interested in the policy <br />implications resulting from the data, such as ~hoot mobility. <br /> <br /> Ms. Richards said the Stepping Stone hfformation would be good to send to the <br />JLARC study which is being done on education. Ms. Richards said that the issue of state <br />health insurance for children is not in the report, and she thinks it is very disheartening to <br />see that the program is not being used. <br /> <br /> Mr. Cox said that a very broad effort is currently going on in the area to <br />encourage families to sign up for the health insurance program. <br /> <br /> Ms. Richards said that some localities are using school personnel to enlist families <br />for the health insurance program, <br /> <br /> Mr. Cox acknowledged the hard work of Linda Peacock, Assistant City Manager, <br />which has contributed to the success of the Commission. <br /> <br />~.PORT: STRATEGIC ISSUES - COUNCIL WORK PLAN AND MAJOR POLICY <br />DECISIONS <br /> <br /> Mr, O'ConneI1 presented a timetable and long-range approach for dealing with <br />strategic issues facing the City. Mr. O'Connetl said that two extended retreats are <br />proposed, one in early September and one in late November or early December, as well <br />as monthly work sessions covering about ten topics. A meeting with Albemarle County <br />is also proposed. Mr. O'Connell said he would like Council's agreement about the <br />concept of the retreats and Work sessions, and the sequencing of the topics. <br /> <br /> Mr. Toscano said he does not see having a joint session with the Board of <br />Supervisors to taIk about the Route 29 Bypass, but would favor a broader discussion on <br />transportation. <br /> <br /> Mx. Caravati recommended that the Bypass report be circulated to Council and <br />Council can then decide if they would like to have a presentation made to them. <br /> <br /> Ms. Richards said she feels Council should have a work session itself on <br />transportation prior to having one with the Board of Supervisors. <br /> <br /> Md-. Caravati asked if Council has any- other discussion topics for the Board of <br />Supervisors, and Mr. Lynch said he would like to discuss the area's water supply. <br /> <br /> <br />
