191 <br /> <br /> Responding to a question from Mr. Cox, Mrs. Barnett said the contract purchaser <br />also owns Townwood Mobile Home Park. <br /> <br /> Ms. Richards asked what the square foot sales price is for the entire property~ and <br />Mrs. Barnett said she has not figured the price by the square footage, and noted that a <br />house and mobile homes are also included in the sales price. <br /> <br /> Mr. Caravati asked about the size of the property, and Mrs. Barnett said the bulk <br />of it is five acres plus other lots. <br /> <br /> Mr. Cox asked if the issue is improving the access into the sites, and Mrs. Barnett <br />said that the site is accessed by 6th Street, and noted that three driveways cross the City <br />property. <br /> <br />The public hearing was closed..~ <br /> <br />Mr. Lynch asked why the City does not just give an easement for the property. <br /> <br /> l~ff. Cox said he would like to take the issue at face value and said it seems <br />acceptable. Mr. Cox noted that ffthe City sells the property, it will have no say in furore <br />development of the site. <br /> <br /> Mr. Brown said fl~t the City -gould regulate through its zoning and site plan <br />control Mr. Brown said he does not see having an easement as giving the City control <br />over the larger property. <br /> <br /> Mar. Cox said he supports the sale, but feels the trailer park it is poorly screened <br />from the street, and would like to make adding attractive trees as a condition of the sale. <br /> <br /> Mr. Brown said Council can make reasonable sales conditions. Mr. Brown said <br />he does not know if the additional land would allow for additional development rights. <br /> <br /> Mr. Caravati noted that the property is on a four-to-one slope, and it has been <br />maintained by the current owner for twenty years, to the point that the City has sited and <br />freed him for not maintaining the property which turned out to be owned by the City. <br />Part of the prope~ is also in the flood plain. Mr. Caravati said he does not think the <br />value set by the Assessor is particularly justifiable and proposed a Yalue of $2 per square <br />foot. <br /> <br /> Ms. Richards said she would he willing to accept $1 per square foot on the <br />condition that an equal amount be spent on landscaping. <br /> <br /> Mr. Camvati said that because of the slope there will be restrictions on what can <br />be planted, and asked Ms. Richards to change the amount spent on landscaping to an <br />appropriate amount. <br /> <br /> Mr. Cox said he is comfortable with that proposal Mr. Cox asked why the <br />assessments on the property are so different. <br /> <br /> Mr. Lynch said he is comfortable giving an easement. Mr. Lynch suggested that <br />the Assessor be approached prior to the second reading. <br /> <br /> Ms. Richards made a motion to approve the sale at a price orS1 per square foot <br />on the condition that an appropriate amount be spent on landscaping. Ms. Richards noted <br />that this condition will be made on the new owner. <br /> <br />Mr. Brown said he will talk to the owner about the landscaping requirement. <br /> <br /> Mr. Cox seconded the motion and it was carried over to the next meeting for <br />consideration. <br /> <br /> Mrs. Barnett said that the contract purchaser intends to make improvements to the <br />mobile home park. <br /> <br /> <br />
