205 <br /> <br /> Mr. Caravati said that the Planning Commission will be discussing this on <br />Wednesday. <br /> <br /> Mr. Cox said that the optimistic side of the report show strides by Boulder, <br />Colorado and Portland, Oregon with aggressive bicycle plans, and he hopes that the City <br />will jump to the forefront with options to easily implement similar plans. <br /> <br /> Ms. Richards said she would like to establish for ourselves what the data is telling <br />us and draw out a set ofconelusions. <br /> <br />Mr. Tolbert said more detailed analysis is needed. <br /> <br /> Mr. Lynch said he is seeing the phenomenon that building new roads encourages <br />development in outlying areas, and he would tike to keep focusing on solutions such as <br />transit. Mr. Lynch said he would like to have the consensus of Council to take the issues <br />of extending Hiltsdate Drive, light mils and the study of the Hydraulic Road/Route 29 <br />intersection to the MPO. <br /> <br /> MS. Richards noted that these issues have already been incorporated in the City's <br />request to the state. <br /> <br /> Mr. Cox said he agrees that a multi-lane bypass might promote urban sprawl, but <br />feels that building a two4ane network of connector roads should not promote sprawl. <br />Mr. Cox said that when the numbers are relined, the C~e should find a way to explain to <br />Park Street residents that building the Meadowcreek Parkway will not provide traffic <br />relief for them. <br /> <br /> Ms. Richards said she thinks there is a need to factor the concern about roads and <br />sprawl into the western bypass discussion. Ms. Richards said that there will be <br />considerable environmental damage with the western bypass and the question is, is that <br />the bypass road we are going to support. <br /> <br /> Mr. Cox said he hopes that having an independent design consultant, for the <br />Meadowcreek Parkway will show the County that they can get a better product if they <br />design and pay for it. <br /> <br /> Mr. Lynch said the City might want to look again at the interchanges on Route 29 <br />as they can have a big effect on traffic, if a solution can be found that does not impact <br />existing businesses. <br /> <br /> Regarding traffic calming, 1Vfr. Tolbert said that the fkm of Wilbur Smith and <br />Associates was hired to look at the City's traffic calming process and what is working in <br />other cities. Guidelines have been suggested that will help streamline the process and <br />allow projects to be gotten to in a more timely fashion. <br /> <br /> Mr. Dan Painter, Tmmportation Planner, said that the traffic calming <br />recommendations include: all projects must be within the Comprehensive Plan; they wilt <br />be reviewed armually; projects will be ranked; and based on the money available, projects <br />will be selected, Surveys will continue of the impacted areas. <br /> <br /> Mr. Cox asked if staff has looked at ways to pay the cost of the more ambitious <br />traffic calming projects, perhaps by redirecting transportation funds, and Mr. Tolbert said <br />this has not been explored, but lower cost alternatives have been explored. <br /> <br /> Mr. Cox said that recomme~ons included in the Com'dor Study that help <br />pedestrians might also be seen as traffic calming measures, and said he hopes Council <br />will take that on. <br /> <br /> Ms. Richards asked if the Virginia Department 0f Transportation bas indicated <br />they will support traffic calming measures, and Mr. Tolhert said VDOT has not been <br />involved or asked to be involved to date. <br /> <br /> <br />
