206 <br /> <br /> Responding to a question from Mr. Ls-ach, Mr. TOlbert said that construction of <br />traffic calming measures on Park Street will begin tomorrow. <br /> <br /> Mr. Chris Haynes, Transit Planner hired by the City to develop a Transit <br />Development Plan, said that the report should be completed in January of 2001. The <br />objectives of the Plan include: de the fixed route ~ice as optimal as poss~te, and <br />explore emerging markets and ways to serve these markets. Mr. Haynes said they are in <br />the process of beginning data collection. <br /> <br /> Respon 'dmg m a question from Mr. Cox about emerging markets, Mr. Haynes mid <br />that they will determine new areas that have developed such as new malls, new lo~v <br />income housing, etc. <br /> <br /> Mr. Lynch said he would also define emerging markets as those people who have <br />choices but -would choose to ride transit if it were easier. <br /> <br /> Responding to a question from Ms. Richards, Mr. Haynes said that the plan will <br />be developed for five to fifteen years in the future. <br /> <br /> Ms. Richards asked ffthe Corridor Study has been looked at, and Mr. Haynes said <br />it has not, but they are in the process of reviewing previous studies. <br /> <br />Ms. Richards said she thinks it is critical that the Corridor Study be reviewed. <br /> <br /> M_r. Lynch said he thivJcs it would be important to lmow how many people would <br />live or-work on those corridom and hove many of those would use transit. <br /> <br /> Mr, Cox said he would also like to see transit marketed to young professionals <br />and seniors. <br /> <br />REPORT: CITIZEN SURVEY <br /> <br /> Mr. Brian Meekins, Senior Research Analyst for the Center for Survey Research <br />at the University of Virginia, introduced the methods of the citizen survey and said that <br />the purpose was to rate strategic planning goals, rate the qual~y of Iife and satisfaction <br />with City services, and access needs. A random sampling of 1,(}75 residents was done <br />and results were divided into five sectors of the City. <br /> <br /> Mr. Thomas Guterbock, Director of the Center for Survey Research, reviewed the <br />findings of the survey which included ratings for: quality of life; top ten Strategic <br />Planning Goals; satisfaction with services, both overall and 17 specific services; <br />neighborhood improvements; community resources; and crime and safety. <br /> <br /> Mr. Lynch said he is fascinated with the correlation of levels of education and <br />how questions were answered, especially those that showed that those with less education <br />were less satisfied. Mr. Lynch said he feels the number of people who have access to the <br />internet is a good sign. Mr. Lynch asked if there is a correlationwith access to the <br />intemet and computers based on income levels. <br /> <br />Mr. Guterbock said this would have to be looked at. <br /> <br /> Mr. Cox asked if the access m internet is at home or- work, but Mr. Guterbock said <br />this was not separated out in the survey. <br /> <br /> Mr. Guterbock suggested that Council think about satisfaction in terms of whether <br />expectations are met, and said that sometimes those with higher education and higher <br />social situations are harder to please. <br /> <br /> Mr. Caravati said he would be interested in knowing why people feel unsafe, but <br />Mr. Guterbock said that was beyond the scope of the smwey. <br /> <br /> <br />
