221 <br /> <br />tra'ming; citizen complaint tracking system; fiber optic build out; and integrated systems <br />project, <br /> <br />Mr. Lynch asked why cell phones cannot be used rather than 800 MHz radios. <br /> <br /> Mr. O'Connell said that cell phones can be problematic and do not allow for <br />broadcasting, <br /> <br /> Mr. Fore discussed the h~egrated system project goals: conversion of older core <br />technology and business systems (! 45 different systems); best practices (redesign of <br />business processes)~ provide effective and efficient access to information and services; <br />and enable e-government and e-community. The cost of the system is estimated to be <br />between $2.5 million and $4.9 million the first year, and $t million per year for the <br />second and third years. Mr, Fore said the benefits include: improved customer services; <br />online access to City services (e-government); increased citizen satisfaction; increased <br />availability of information to tie results to strategies, goals and mandates; building btoek <br />to the future; and Charlottesville as a connected community. <br /> <br /> Mr. Lynch said that the project should result in a decrease in the customer service <br />Cost, and asked ift~s could be quantified. <br /> <br />Mr. Fore said the consultant can help with those answers. <br /> <br /> Mr. Fore said the next step in the timeline for the integrated system project is to <br />get Council's approval conceptually, prepare a request for proposals for consultant <br />assistance, and hire a project mamger, which will be a new temporary position. <br /> <br /> Mr. O'Conneil said that the initial cost for the consultant and project manager is <br />included in the current budget, but staff will be looking at how to pay for the other costs. <br /> <br /> Mr, Toscano said he does not think Council has much of a choice, but said the <br />challenge will be that the system is so invisible that citizens may not see the benefits. <br />Mr. Toscano said that along the way the City needs to be sure the public is educated <br />about how important it is, and said he thinks it would he helpful to have timetables on <br />this and target dates for certain things. <br /> <br /> Mr. Cox said he thinks it is important for the City to be a model for the private <br />sector, and said he too is concerned about public education. <br /> <br /> Mr. Lynch said there are holes missing in the City's web pages. Mr. Lynch said <br />he has concerns about hiring someone, noting that the City has a lot of technology firms <br />and they should be able to bid on it. Mr. Lynch asked how much could be done in house, <br />and his 'sense would be to do as much in house as possible. <br /> <br /> Ms, Peacock said that a team working on the project has determined there is not <br />enough rrmnpower in house to do an analysis of business practices and systems, <br /> <br /> Ms. Richards asked if there is any money available for the state to help with the <br />integrated systems project, especially for offices such as the Commonwealth's Attorney <br />and courts, but Ms. Peacock said no. <br /> <br /> Mr. Cox asked ifthe central library has bought into the idea ora state of the art <br />cyber cafe, and Ms, Peacock said that the library is intrigued by the idea and not adverse <br />toit. <br /> <br /> Ms. Richards agreed that the City needs to move forward with the plan for the <br />integrated system project. <br /> <br /> Mr. Cox noted that the project can always happen over a longer period of time if <br />necessary. <br /> <br />Mr. Fore noted that the project is proposed to be done in a phased approach. <br /> <br /> <br />
